A JOINT RESOLUTION
1 Proposing an amendment to the Constitution of the Commonwealth
2 of Pennsylvania, limiting the prohibition on impairment of
3 contracts.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby resolves as follows:
6 Section 1. The following amendment to the Constitution of
7 Pennsylvania is proposed in accordance with Article XI:
8 That section 17 of Article I be amended to read:
9 § 17. Ex post facto laws; impairment of contracts.
10 No ex post facto law, nor any law impairing the obligation of
11 contracts except in the case of requiring pension forfeiture for
12 a public official sentenced for criminal activity classified as
13 a felony, or making irrevocable any grant of special privileges
14 or immunities, shall be passed.
15 Section 2. This proposed amendment shall be submitted by the
16 Secretary of the Commonwealth to the qualified electors of this
1 Commonwealth at the primary, general or municipal election next
2 held after the advertising requirements of section 1 of Article
3 XI of the Constitution of Pennsylvania have been satisfied.
