AN ACT 1 Establishing the Benjamin Franklin Center for the History of 2 Pennsylvania's Natural Resources; providing for an advisory 3 board; and making an appropriation of funds bequeathed to the 4 Commonwealth by Benjamin Franklin. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. Definitions. 8 The following words and phrases when used in this act shall 9 have the meanings given to them in this section unless the 10 context clearly indicates otherwise: 11 "Center." The Benjamin Franklin Center for the History of 12 Pennsylvania's Natural Resources established by this act. 13 "Commission." The Pennsylvania Historical and Museum 14 Commission. 15 Section 2. Benjamin Franklin Center for the History of 16 Pennsylvania's Natural Resources. 17 (a) Establishment.--There is hereby established within the
1 Pennsylvania Historical and Museum Commission the Benjamin 2 Franklin Center for the History of Pennsylvania's Natural 3 Resources. 4 (b) Purpose.--The purpose of the center shall be to serve as 5 a repository for information on the history of the natural 6 resources of this Commonwealth and the people and policies which 7 shaped it; to sponsor lectures and seminars on natural resources 8 and history; and to provide an opportunity for students, faculty 9 and members of the public to learn about the unique history of 10 this Commonwealth's natural resources. 11 (c) Location.--The center shall be located within the 12 Capitol Complex in Harrisburg or at a location designated by the 13 Executive Director of the Pennsylvania Historical and Museum 14 Commission. 15 Section 3. Advisory board. 16 (a) Establishment.--An advisory board to the commission for 17 the establishment and administration of the center is hereby 18 established, to consist of the following persons: 19 (1) The Executive Director of the Pennsylvania 20 Historical and Museum Commission, who shall be the chairman 21 of the board. 22 (2) The Director of the Franklin Institute in 23 Philadelphia. 24 (3) The Secretary of the Department of Environmental 25 Resources. 26 (4) The Executive Director of the Pennsylvania Game 27 Commission. 28 (5) The Executive Director of the Pennsylvania Fish 29 Commission. 30 (6) The Secretary of the Department of Agriculture. 19900H2483B3407 - 2 -
1 (7) The State Librarian. 2 (8) The Mayor of the City of Philadelphia. 3 (9) The Chairman of the Conservation Committee of the 4 House of Representatives. 5 (10) The Chairman of the Environmental Resources and 6 Energy Committee of the Senate. 7 (11) Three persons designated by the Governor. 8 (b) Duties.--The advisory board shall advise the commission 9 on all matters pertaining to the establishment and 10 administration of the center, including, but not limited to, the 11 types of records relating to natural resources to be retained 12 and appropriately recorded. 13 (c) Meetings.--The advisory board shall meet not less than 14 twice yearly or more often at the call of the chairman. 15 Section 4. Funding. 16 The initial funding for the establishment and operation of 17 the center shall be the sum of money which the Commonwealth 18 receives as a bequest from the Will of Benjamin Franklin; dated 19 July 17, 1788, and the codicil to that Will, dated June 23, 20 1789, and that sum is hereby appropriated to the Pennsylvania 21 Historical and Museum Commission, for the fiscal year July 1, 22 1989, to June 30, 1990, for that purpose. This shall be a 23 continuing appropriation and shall not lapse. 24 Section 5. Effective date. 25 This act shall take effect immediately. C21L37CHF/19900H2483B3407 - 3 -
