        AS REPORTED FROM COMMITTEE ON TRANSPORTATION, HOUSE OF
           REPRESENTATIVES, AS AMENDED, MARCH 27, 1990

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for veteran plates and placards.
     3     and for exemption from registration fees.                      <--

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1342(d) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 1342.  Veteran plates and placard.
     9     * * *
    10     (d)  Prisoner of war plate.--On the application of an ex-
    11  prisoner of war whose imprisonment while in the service of the
    12  armed forces of the United States is certified by the
    13  appropriate branch of the armed forces, the department shall
    14  issue a special registration plate designating the vehicle as

     1  belonging to an ex-prisoner of war. The registration plate shall
     2  contain the letters "POW" and such other numbers or letters as
     3  the department may determine and shall have the words "prisoner
     4  of war" in at least ten-point bold type inscribed at the bottom
     5  of the plate. If an individual is eligible for a special          <--
     6  registration plate under this subsection and for a special
     7  registration plate under subsection (a), the special
     8  registration plate under this subsection shall include the
     9  international symbol for handicapped access. A SEVERELY DISABLED  <--
    10  VETERAN, AS DESCRIBED IN SUBSECTION (A) WHO IS QUALIFIED TO
    11  RECEIVE A PLATE UNDER THIS SUBSECTION, MAY ALSO ELECT TO RECEIVE
    12  A SPECIAL PARKING PLACARD UNDER SUBSECTION (B). The special
    13  registration plate may be used only on one passenger vehicle or
    14  one other vehicle with a registered gross weight of not more
    15  than 9,000 pounds.

    17     Section 2.  Section 1901(c) of Title 75 is amended by adding   <--
    18  a paragraph to read:
    19  § 1901.  Exemption of entities and vehicles from fees.
    20     * * *
    21     (c)  Processing fee in lieu of registration fee.--No
    22  registration fee shall be charged for vehicles registered by any
    23  of the following but the department shall charge a fee of $10 to
    24  cover the costs of processing for issuing or renewing the
    25  registration:

    27         (20)  Any person who is an ex-prisoner of war. To qualify
    28     under this paragraph, the person must present a certification
    29     from the appropriate branch of the armed forces that the
    30     person was imprisoned while in the service of the armed
