The General Assembly finds and declares as follows:
        (1) The present method of operating the system of public
education in cities of the first class is not practical due
to the absence of financial accountability and coordination
between the management of a school district and the
government of a city of the first class.
        (2) In light of the constitutional mandate and of the
urgent needs and welfare of the thousands of public school
children in cities of the first class, it is necessary to
make fundamental changes in the structure for the
administration, operation and management of the school
    districts of the first class.
        (3) This major structural reorganization will ensure the
revitalization and long-term health of such school districts
and quality education for all of its school children.
