        REFERRED TO COMMITTEE ON TRANSPORTATION, JUNE 21, 1989

                                     AN ACT

     1  Directing the Department of Transportation to undertake a study
     2     on the replacement of outdated municipal traffic signals; and
     3     making an appropriation.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  The Department of Transportation shall initiate a
     7  study on the replacement of outdated municipal traffic signals.
     8  The study shall examine:
     9         (1)  The total number and age, based on date of
    10     acquisition, of municipal traffic signals.
    11         (2)  The total number of outdated municipal traffic
    12     signals.
    13         (3)  The financial burden on the Commonwealth or on each
    14     municipality.
    15         (4)  The standards to be applied to traffic signals to


     1     determine the appropriate status.
     2         (5)  The time span over which the replacement of outdated
     3     traffic signals should occur.
     4         (6)  The possible sources of additional revenue, grants
     5     or other financial assistance to aid municipalities to
     6     replace the outdated traffic signals.
     7         (7)  Any other matters deemed relevant and necessary to
     8     complete the study.
     9     Section 2.  The information relating to the numbers and age
    10  of municipal traffic signals shall be obtained by requiring
    11  municipalities to report the number of traffic signals and the
    12  date of acquisition on the annual municipal reports required
    13  pursuant to the act of June 1, 1956 (1955 P.L.1944, No.655),
    14  referred to as the Liquid Fuels Tax Municipal Allocation Law.
    15     Section 3.  The sum of $100,000, or as much thereof as may be
    16  necessary, is hereby appropriated to the Department of
    17  Transportation for the fiscal year July 1, 1989, to June 30,
    18  1990, to cover the costs of the study required under section 1.
    19     Section 4.  This act shall take effect in 60 days.
