                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for the voluntary surrender of
     3     registration plates and registration cards to the
     4     Pennsylvania State Police.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 75 of the Pennsylvania Consolidated
     8  Statutes is amended by adding a section to read:
     9  § 1378.  Voluntary surrender of registration plates and cards.
    10     (a)  Voluntary surrender.--A person who does not wish to
    11  drive a passenger car for a period of time, but who intends to
    12  again drive the passenger car within the registration period,
    13  may cancel any insurance policy which satisfies the financial
    14  responsibility requirements of Chapter 17 (relating to financial
    15  responsibility) and may voluntarily surrender the registration
    16  plate and registration card for the vehicle or vehicles covered
    17  by that policy to a member of the Pennsylvania State Police at a

     1  Pennsylvania State Police barracks in the vicinity of his
     2  residence. The member of the Pennsylvania State Police to whom
     3  the registration plate and registration card is surrendered
     4  shall issue a receipt to the person and promptly cause the
     5  department to be notified of the surrender of the registration
     6  plate and registration card. Upon receipt of the notice, the
     7  department shall temporarily suspend the registration. The
     8  surrendered plate and card shall be retained in the Pennsylvania
     9  State Police barracks where surrendered.
    10     (b)  Return.--Upon request to the Pennsylvania State Police
    11  barracks where the registration plate and registration card were
    12  surrendered along with the submission of proof of financial
    13  responsibility as required by Chapter 17, the registration plate
    14  and registration card shall be returned, and the department
    15  shall promptly be notified of the return. Upon receipt of the
    16  notice, the department shall immediately reinstate the
    17  registration.
    18     (c)  Procedure.--The department shall, by regulation,
    19  establish a procedure for the Pennsylvania State Police to
    20  accept, hold and return voluntarily surrendered registration
    21  plates and registration cards in accordance with this section.
    22     Section 2.  This act shall take effect in 60 days.
