HOUSE BILL

        INTRODUCED BY BISHOP, KUKOVICH, HARPER, TRELLO, PISTELLA, CARN,
           ROBINSON, LAUGHLIN, RUDY, GIGLIOTTI, PRESTON, FREEMAN,
           HALUSKA, RYBAK AND JAMES, JUNE 6, 1989

        REFERRED TO COMMITTEE ON EDUCATION, JUNE 6, 1989

                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," providing for day-care programs for
     6     children of pupils.

     7     The General Assembly finds and declares as follows:
     8         (1)  Pregnancy among teenagers is a significant problem
     9     in this Commonwealth.
    10         (2)  Pregnancies during teenage years result in
    11     dependency upon public assistance, educational failures,
    12     disruption in family relationships and reduced career
    13     opportunities.
    14         (3)  Setting up a program so that teenagers who have
    15     children are able to complete secondary education will help
    16     to solve the problems set forth in paragraphs (1) and (2).
    17     The General Assembly of the Commonwealth of Pennsylvania
    18  hereby enacts as follows:
    19     Section 1.  The act of March 10, 1949 (P.L.30, No.14), known


     1  as the Public School Code of 1949, is amended by adding a
     2  section to read:
     3     Section 1372.1.  Pupils with Children.--Every school district
     4  shall establish a program for day care of the children of pupils
     5  in the school district. The program shall ensure that children
     6  of pupils can be cared for at the same facility that the pupil
     7  is attending.
     8     Section 2.  This act shall apply to school years beginning in
     9  school year 1990-1991.
    10     Section 3.  This act shall take effect in 60 days.
