     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10                               PART I
    11                         GENERAL PROVISIONS
    12     Section 101.  Appropriations.--(a)  Motor License Fund.--The
    13  following sums, or as much thereof as may be necessary, are
    14  hereby appropriated from the Motor License Fund to the
    15  hereinafter named agencies of the Commonwealth for the payment
    16  of salaries, wages and other compensation and travel expenses of
    17  the duly elected or appointed officers and employees of the
    18  Commonwealth, for contractual services and other expenses
    19  necessary for the proper conduct of the duties, functions and
    20  activities for the purposes hereinafter set forth for the fiscal
    21  year beginning July 1, 1989, and for the payment of bills
    22  incurred and remaining unpaid at the close of the fiscal year
    23  ending June 30, 1989.
    24     (b)  Aviation Restricted Revenue Account.--The following
    25  sums, or as much thereof as may be necessary, are hereby
    26  appropriated from the Aviation Restricted Revenue Account in the
    27  Motor License Fund to the hereinafter named agencies of the
    28  Commonwealth for the purposes set forth herein for the fiscal
    29  year beginning July 1, 1989, and for the payment of bills
    30  incurred and remaining unpaid at the close of the fiscal year

     3                 MOTOR LICENSE FUND APPROPRIATIONS

     6                         MOTOR LICENSE FUND
     7     Section 201.  Department of
     8  Transportation.--The following amounts
     9  are appropriated to the Department of
    10  Transportation:                            Federal       State
    11     For the salaries, wages and all
    12  necessary expenses for the proper
    13  administration of the Department of
    14  Transportation, including the State
    15  Transportation Commission and the
    16  State Transportation Advisory
    17  Committee and the Statewide
    18  coordination of municipal services.

    20     For the salaries, wages and all
    21  necessary expenses for the operation
    22  of the Highway and Safety Improvement
    23  Programs, including planning and
    24  research, design, engineering, right-
    25  of-way acquisition and the operation
    26  of the engineering district facilities
    27  and liaison services with communities
    28  on local road engineering and
    29  construction activities.

    27  to refund liquid fuels taxes to which
    28  the Commonwealth is not entitled.

    11  the Liquid Fuels Tax Act, Motor
    12  Carriers Road Tax Act and Bus Compact.

    16  appropriated to the Pennsylvania State

    19  finance the Traffic Control and the

    21  the Pennsylvania State Police.

     5                AVIATION RESTRICTED REVENUE ACCOUNT
     6     Section 221.  Department of
     7  Transportation.--The following amounts
     8  are appropriated to the Department of
     9  Transportation:                            Federal       State
    10     For payment for aviation
    11  operations, including the operation
    12  and maintenance of State-owned
    13  aircraft, payment of general expenses,
    14  supplies, printing and equipment; for
    15  the development and maintenance of
    16  State airports and the maintenance and
    17  repair of landing fields, intermediate
    18  landing fields, landing field
    19  equipment, beacon sites and other
    20  navigation facilities; and for the
    21  encouragement and development of civil
    22  aeronautics.
    23             State appropriation........                10,115,000
    24     For payment for airport
    25  construction and development,
    26  including encouragement and
    27  development of aeronautics,
    28  development of State airports and
    29  assistance to political subdivisions
    30  and municipal authorities in the

    21                              PART III
    22                      MISCELLANEOUS PROVISIONS
    23     Section 301.  Lapsing of unused funds.--(a)  Except as
    24  otherwise provided by law or in subsection (b), that part of all
    25  appropriations in Part II unexpended, uncommitted or
    26  unencumbered as of June 30, 1990, shall automatically lapse as
    27  of that date.
    28     (b)  The appropriations in section 221 of Part II for airport
    29  development, runway rehabilitation, business airport grants and
    30  real estate tax rebate payments shall be two-year continuing

     1  appropriations.
     2     Section 302.  Effective date.--This act shall take effect
     3  July 1, 1989, or immediately, whichever is later.
