                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," providing for instructional programs
     6     on steroids and sexually transmitted diseases.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 1547 of the act of March 10, 1949
    10  (P.L.30, No.14), known as the Public School Code of 1949, added
    11  July 10, 1986 (P.L.1270, No.117), is amended to read:
    12     Section 1547.  Alcohol and Chemical Abuse Program.--(a)
    13  Beginning with school year 1987-1988 and each year thereafter,
    14  each public school student shall receive mandatory instruction
    15  in alcohol and chemical abuse and use of steroids within the
    16  health course of study required in accordance with the State
    17  Board of Education regulations. The course of study shall begin
    18  in the seventh grade. The Department of Health, Office of Drug
    19  and Alcohol Programs, shall make available information about


     1  appropriate curriculum materials upon request of a school
     2  district. In developing its alcohol and chemical abuse
     3  instructional program, each school district shall consult with
     4  the single county authority designated by the Department of
     5  Health to provide drug and alcohol services in the school
     6  district's area.
     7     (b)  Each school district is hereby authorized to develop and
     8  offer programs relating to alcohol and chemical abuse for
     9  parents of students enrolled in the public schools. If a school
    10  district does develop such programs, they shall be developed in
    11  consultation with the single county authority designated by the
    12  Department of Health to provide drug and alcohol services in the
    13  school district's area. Such programs shall be offered at no
    14  cost to parents.
    15     Section 2.  The act is amended by adding a section to read:
    16     Section 1548.  Sexually Transmitted Disease Program.--Each
    17  public school student shall receive mandatory instruction in
    18  sexually transmitted diseases within the health course of study
    19  required in accordance with the State Board of Education
    20  regulations. The course of study shall begin in the seventh
    21  grade. The Department of Health shall make available information
    22  about appropriate curriculum materials upon request of a school
    23  district.
    24     Section 3.  This act shall apply to the school year 1989-1990
    25  and to school years thereafter.
    26     Section 4.  This act shall take effect in 60 days.
