                                     AN ACT

     1  Amending the act of July 12, 1972 (P.L.762, No.180), entitled
     2     "An act relating to intergovernmental cooperation,"
     3     regulating joint purchases and bids on such purchases; and
     4     further providing for council of governments and certain
     5     nonprofit corporations.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 7.1 of the act of July 12, 1972 (P.L.762,
     9  No.180), referred to as the Intergovernmental Cooperation Law,
    10  amended December 22, 1981 (P.L.534, No.153), is amended to read:
    11     Section 7.1.  All joint purchases involving an expenditure of
    12  more than [$4,000] $10,000 shall be made by contract, in
    13  writing, only after notice for bids once a week for two weeks in
    14  at least one and not more than two newspapers of general
    15  circulation circulating generally in the joining municipalities.
    16  All contracts shall be let to the lowest responsible bidder.


     1  Every contract for the construction, reconstruction, alteration,
     2  repair, improvement or maintenance of public works shall comply
     3  with the provisions of the act of March 3, 1978 (P.L.6, No.3),
     4  known as the "Steel Products Procurement Act." This act shall
     5  apply to council of governments including nonprofit corporations
     6  operating as council of governments.
     7     Section 2.  This act shall take effect in 60 days.
