A SUPPLEMENT 1 To the act of (P.L., No.), entitled "An act 2 providing for the capital budget for the fiscal year 1988- 3 1989," itemizing public improvement projects and furniture 4 and equipment projects to be constructed or acquired or 5 assisted by the Department of General Services, together with 6 their estimated financial costs; authorizing the incurring of 7 debt without the approval of the electors for the purpose of 8 financing the projects to be constructed or acquired or 9 assisted by the Department of General Services; stating the 10 estimated useful life of the projects; and making 11 appropriations. 12 The General Assembly of the Commonwealth of Pennsylvania 13 hereby enacts as follows: 14 Section 1. Short title. 15 This act shall be known and may be cited as the Capital 16 Budget Project Itemization Act for 1988-1989. 17 Section 2. Total authorizations. 18 (a) Public improvements.--The total authorization for the 19 additional capital projects in the category of public 20 improvement projects itemized in section 3 and to be acquired or 21 constructed by the Department of General Services, its 22 successors or assigns, and to be financed by the incurring of
1 debt, shall be $1,560,000. 2 (b) Furniture and equipment.--The total authorization for 3 the additional capital projects in the category of public 4 improvement projects consisting of the acquisition of original 5 movable furniture and equipment to complete public improvement 6 projects itemized in section 4 and to be purchased by the 7 Department of General Services, its successors or assigns, and 8 to be financed by the incurring of debt, shall be $238,000. 9 Section 3. Itemization of public improvement projects. 10 Additional capital projects in the category of public 11 improvement projects to be constructed or acquired by the 12 Department of General Services, its successors or assigns, and 13 to be financed by the incurring of debt, are hereby itemized, 14 together with their respective estimated financial costs, as 15 follows: 16 Total 17 Project 18 Project Allocation 19 (11) Department of Public Welfare $2,660,000 20 (i) Coaldale State General Hospital 21 (A) Modification to existing HVAC system 180,000 22 (Base Project Allocation - $180,000) 23 (B) Feasibility study on utilization of 24 abandoned nurse residence building for 25 other uses 200,000 26 (Design and Contingencies - $200,000) 27 (C) Renovation of elevator system 115,000 28 (Base Project Allocation - $115,000) 29 (D) Renovation to surgical suite 140,000 30 (Base Project Allocation - $140,000) 19890H0748B0829 - 2 -
1 (E) Construction of ambulatory surgical 2 case recovery suite 125,000 3 (Base Project Allocation - $125,000) 4 (F) Installation of pollution control 5 equipment on boilers 600,000 6 (Base Project Allocation - $600,000) 7 (G) Renovations to Coaldale State General 8 Hospital affecting various areas 200,000 9 (Base Project Allocation - $200,000) 10 Section 4. Itemization of furniture and equipment projects. 11 Additional capital projects in the category of public 12 improvement projects consisting of the acquisition of movable 13 furniture and equipment to complete public improvement projects 14 and to be purchased by the Department of General Services, its 15 successors or assigns, and to be financed by the incurring of 16 debt, are hereby itemized, together with their respective 17 estimated financial costs, as follows: 18 Total 19 Project 20 Project Allocation 21 (1) Department of Public Welfare $238,000 22 (i) Coaldale State General Hospital 23 (A) Furniture and equipment to furnish 24 renovated Coaldale State General 25 Hospital 238,000 26 Section 5. Debt authorization. 27 (a) Public improvements.--The Governor, Auditor General and 28 State Treasurer are hereby authorized and directed to borrow, 29 from time to time, in addition to any authorization heretofore 30 or hereafter enacted, on the credit of the Commonwealth, subject 19890H0748B0829 - 3 -
1 to the limitations provided in the current capital budget, money 2 not exceeding in the aggregate the sum of $1,560,000 as may be 3 found necessary to carry out the acquisition and construction of 4 the public improvement projects specifically itemized in a 5 capital budget. 6 (b) Furniture and equipment.--The Governor, Auditor General 7 and State Treasurer are hereby authorized and directed to 8 borrow, from time to time, in addition to any authorization 9 heretofore or hereafter enacted, on the credit of the 10 Commonwealth, subject to the limitations provided in the current 11 capital budget, money not exceeding in the aggregate the sum of 12 $238,000 as may be found necessary to carry out the public 13 improvement projects consisting of the acquisition of original 14 movable furniture and equipment specifically itemized in a 15 capital budget. 16 Section 6. Issue of bonds. 17 The indebtedness authorized in this act shall be incurred, 18 from time to time, and shall be evidenced by one or more series 19 of general obligation bonds of the Commonwealth in such 20 aggregate principal amount for each series as the Governor, 21 Auditor General and State Treasurer shall determine, but the 22 latest stated maturity date shall not exceed the estimated 23 useful life of the projects being financed as stated in section 24 11. 25 Section 7. Estimated useful life and term of debt. 26 (a) Estimated useful life.--The General Assembly states that 27 the estimated useful life of the public improvement projects 28 itemized in this act is as follows: 29 (1) Public improvement projects, 30 years. 30 (2) Furniture and equipment projects, 10 years. 19890H0748B0829 - 4 -
1 (b) Term of debt.--The maximum term of the debt authorized 2 to be incurred under this act is 30 years. 3 Section 8. Appropriations. 4 (a) Public improvements.--The net proceeds of the sale of 5 the obligations authorized in this act are hereby appropriated 6 from the Capital Facilities Fund to the Department of General 7 Services in the maximum amount of $1,560,000 to be used by it 8 exclusively to defray the financial cost of the public 9 improvement projects specifically itemized in a capital budget. 10 After reserving or paying the expenses of the sale of the 11 obligation, the State Treasurer shall pay to the Department of 12 General Services the moneys as required and certified by it to 13 be legally due and payable. 14 (b) Furniture and equipment.--The net proceeds of the sale 15 of the obligations authorized in this act are hereby 16 appropriated from the Capital Facilities Fund to the Department 17 of General Services in the maximum amount of $238,000 to be used 18 by it exclusively to defray the financial cost of the public 19 improvement projects consisting of the acquisition of original 20 movable furniture and equipment specifically itemized in a 21 capital budget. After reserving or paying the expenses of the 22 sale of the obligation, the State Treasurer shall pay to the 23 Department of General Services the moneys as required and 24 certified by it to be legally due and payable. 25 Section 9. Federal funds. 26 In addition to those funds appropriated in section 8, all 27 moneys received from the Federal Government for the projects 28 specifically itemized in this act are also hereby appropriated 29 for those projects. 30 Section 10.
