HOUSE BILL

           CAWLEY, TRELLO, DALEY, HERMAN, COY, COLAIZZO, COLAFELLA,
           PRESTON, VEON AND REBER, JANUARY 25, 1989

                                     AN ACT

     1  Authorizing the Governor to appoint commissioners to negotiate
     2     an interstate compact with states adjoining this Commonwealth
     3     concerning maintenance and repair of public highways,
     4     transportation facilities and rights-of-way on or along state
     5     lines.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8  Section 1.  Authority of Governor.
     9     The Governor is hereby authorized to designate three officers
    10  of the Commonwealth as commissioners with power to negotiate a
    11  compact with the duly authorized agents of any one or more of
    12  the States of Delaware, Maryland, New Jersey, New York, Ohio and
    13  West Virginia in accordance with the Constitution of the United
    14  States, concerning maintenance and repair of public highways,
    15  transportation facilities and rights-of-way situated on or along
    16  the line between the Commonwealth and any of the states
    17  enumerated above, whereby the Commonwealth and any of these
    18  other states mutually agree to maintain and repair those
    19  portions of such public highways, transportation facilities and

     1  rights-of-way as are situated within their respective
     2  jurisdictions.
     3  Section 2.  Submission to General Assembly for ratification.
     4     The compact negotiated by said commissioners shall be
     5  submitted by the Governor to the General Assembly and shall
     6  become immediately operative as to the Commonwealth and such
     7  other states as ratify it whenever it has been ratified by a
     8  duly enacted law of this Commonwealth, and by any other states
     9  as their laws may prescribe, and the Congress of the United
    10  States has, if required, consented thereto.
    11  Section 3.  Effective date.
    12     This act shall take effect immediately.
