                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, providing for differentials in local real
     3     estate tax rates.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby resolves as follows:
     6     Section 1.  The following amendment to the Constitution of
     7  Pennsylvania is proposed in accordance with Article XI:
     8     That section 2(b) of Article VIII be amended by adding a
     9  clause to read:
    10  § 2.  Exemptions and special provisions.

    12     (b)  The General Assembly may, by law:

     1     * * *
     2     (vi)  Make special tax provisions authorizing or requiring
     3  classes of local taxing authorities to reduce tax rates on
     4  residential real property to the extent of additional revenues
     5  obtained from personal income taxes; all other changes in real
     6  property tax rates shall be uniform as provided in section 1.
     7     * * *
     8     Section 2.  This proposed amendment shall be submitted by the
     9  Secretary of the Commonwealth to the qualified electors of this
    10  Commonwealth at the primary, general or municipal election next
    11  held after the advertising requirements of section 1 of Article
    12  XI of the Constitution of Pennsylvania have been satisfied.
