        AS REPORTED FROM COMMITTEE ON LOCAL GOVERNMENT, HOUSE OF
           REPRESENTATIVES, AS AMENDED, NOVEMBER 15, 1988

                                     AN ACT

     1  Amending the act of May 21, 1943 (P.L.571, No.254), entitled, as  <--
     2     amended, "An act relating to assessment for taxation in
     3     counties of the fourth, fifth, sixth, seventh and eighth
     4     classes; designating the subjects, property and persons
     5     subject to and exempt from taxation for county, borough,
     6     town, township, school, except in cities and county
     7     institution district purposes; and providing for and
     8     regulating the assessment and valuation thereof for such
     9     purposes; creating in each such county a board for the
    10     assessment and revision of taxes; defining the powers and
    11     duties of such boards; providing for the acceptance of this
    12     act by cities; regulating the office of ward, borough, town
    13     and township assessors; abolishing the office of assistant
    14     triennial assessor in townships of the first class; providing
    15     for the appointment of a chief assessor, assistant assessors
    16     and other employes; providing for their compensation payable
    17     by such counties; prescribing certain duties of and certain
    18     fees to be collected by the recorder of deeds and municipal
    19     officers who issue building permits; imposing duties on
    20     taxables making improvements on land and grantees of land;
    21     prescribing penalties; and eliminating the triennial
    22     assessment," further raising the permit fee required to move
    23     a mobile home or house trailer.
    24  CONCERNING THE FLUORIDATION OF PUBLIC WATER.                      <--

    25     The General Assembly of the Commonwealth of Pennsylvania
    26  hereby enacts as follows:
    27     Section 1.  Section 617.1(c) of the act of May 21, 1943        <--


     1  (P.L.571, No.254), known as The Fourth to Eighth Class County
     2  Assessment Law, amended December 15, 1969 (P.L.362, No.158), is
     3  amended to read:
     4     Section 617.1.  Mobilehomes and House Trailers to Be Assessed
     5  in Name of Owner.--* * *
     6     (c)  The local tax collector shall issue removal permits upon
     7  application therefor whenever a fee of [two dollars] five
     8  dollars and all taxes levied and assessed on the mobilehome or
     9  house trailer to be moved are paid.
    10     * * *
    11     Section 2.  This act shall take effect in 60 days.
    12  SECTION 1.  SHORT TITLE.                                          <--
    13     THIS ACT SHALL BE KNOWN AND MAY BE CITED AS THE FLUORIDATION
    14  ACT.
    15  SECTION 2.  PURPOSE.
    16     IT IS THE PURPOSE OF THIS ACT TO PREVENT DENTAL DISEASE AS A
    17  HEALTH CARE COST-CONTAINMENT MEASURE.
    18  SECTION 3.  FLUORIDE CONTENT OF WATER.
    19     WHENEVER THE FLUORIDE CONTENT OF WATER SERVED BY PUBLIC WATER
    20  SUPPLIERS TO 250 DOMESTIC WATER CONNECTIONS OR MORE IS LESS THAN
    21  EIGHT-TENTHS OF A MILLIGRAM PER LITER OF FLUORIDE, THE PERSON,
    22  ASSOCIATION, FIRM, CORPORATION, AUTHORITY OR MUNICIPALITY HAVING
    23  JURISDICTION OVER THE SUPPLY SHALL ADD A MEASURED AMOUNT OF
    24  FLUORIDE TO THE WATER SO AS TO MAINTAIN A FLUORIDE CONTENT OF
    25  BETWEEN EIGHT-TENTHS OF A MILLIGRAM PER LITER AND ONE AND TWO-
    26  TENTHS MILLIGRAMS PER LITER, IN ACCORD WITH REGULATIONS ADOPTED
    27  BY THE DEPARTMENT OF ENVIRONMENTAL RESOURCES IN CONSULTATION
    28  WITH THE DEPARTMENT OF HEALTH, AND RECOMMENDED LEVELS AS
    29  ESTABLISHED BY THE UNITED STATES PUBLIC HEALTH SERVICE AND THE
    30  ENVIRONMENTAL PROTECTION AGENCY, SUCH ADJUSTMENT OF FLUORIDE TO

     1  START WITHIN ONE YEAR AFTER THE EFFECTIVE DATE OF THIS ACT.
     2  SECTION 4.  ENFORCEMENT.
     3     THE DEPARTMENT OF ENVIRONMENTAL RESOURCES SHALL ENFORCE THIS
     4  ACT.
     5  SECTION 5.  EFFECTIVE DATE.
     6     THIS ACT SHALL TAKE EFFECT IN SIX MONTHS.
