A CONCURRENT RESOLUTION
1 Directing the Department of State to add the words "The
2 Commonwealth of Pennsylvania" to the official State Flag.
3 WHEREAS, The official Flag of the Commonwealth is truly
4 representative of the heritage of the Keystone State; and
5 WHEREAS, Said Flag is composed of a blue field, upon which is
6 embroidered the State Coat of Arms; and
7 WHEREAS, The first State Flag bearing the State Coat of Arms
8 was authorized by the General Assembly in 1799; and
9 WHEREAS, In 1871, the General Assembly directed Governor
10 Andrew Curtin to procure regimental flags bearing the arms of
11 the Commonwealth, which were modeled after the United States
12 flag, with the Pennsylvania Coat of Arms substituting for the
13 field of stars; and
14 WHEREAS, The sentiments "virtue," "liberty" and
15 "independence," included within the Coat of Arms, are the only
16 words upon the flag; and
1 WHEREAS, The official flag of Pennsylvania is beautiful, but
2 not able to be distinguished from other blue and gold state
3 flags; and
4 WHEREAS, This is especially true when the flag is displayed
5 among other state flags at official functions; therefore be it
6 RESOLVED (the Senate concurring), That the General Assembly
7 of the Commonwealth of Pennsylvania direct the Department of
8 State to change the official State Flag so that the words "The
9 Commonwealth of Pennsylvania" are included in said Flag; and be
10 it further
11 RESOLVED, That this change occur expeditiously so that
12 Pennsylvania's proud Flag can be readily distinguishable at all
13 public functions.
