HOUSE RESOLUTION

           DeWEESE, R. C. WRIGHT, DEAL, ROEBUCK, EVANS, CARN AND OLIVER,
           APRIL 22, 1987

        REFERRED TO COMMITTEE ON RULES, APRIL 27, 1987

                                  A RESOLUTION

     1  Directing the State Government Committee to investigate State
     2     hiring and purchasing in relation to affirmative action and
     3     equal opportunity.

     4     WHEREAS, Recent statistics show that Commonwealth of
     5  Pennsylvania departments and agencies have made little progress
     6  in realizing affirmative action goals in hiring and promoting
     7  women and minorities. Additionally, some Commonwealth
     8  departments and agencies have been uncooperative in complying
     9  with equal opportunity laws in the purchase of services; and
    10     WHEREAS, The figures for some Commonwealth departments show
    11  an incredible resistance to abandoning discriminatory hiring
    12  practices and other departments show lackluster recruitment of
    13  minority and female applicants; and
    14     WHEREAS, In falling short of its responsibilities, State
    15  government is setting a poor example for local governments and
    16  private employers who have been less than diligent in
    17  implementing affirmative action programs. Indeed, Pennsylvania's
    18  record in pursuing affirmative action goals in State hiring and

     1  purchase of services is intolerable and should be closely
     2  scrutinized by the General Assembly; therefore be it
     3     RESOLVED, That the State Government Committee investigate and
     4  monitor the affirmative action programs of State departments and
     5  agencies, including the activities of the State Civil Service
     6  Commission, to look into the State's compliance with equal
     7  opportunity laws in the purchase of services and to report its
     8  findings and recommendations to the General Assembly by December
     9  31, 1987; and be it further
    10     RESOLVED, That the committee may employ such consultants,
    11  aides and assistants as it deems necessary to conduct its study,
    12  may call upon the Joint State Government Commission for such
    13  services and assistance as it deems necessary and may request
    14  information and assistance from State departments and agencies;
    15  and be it further
    16     RESOLVED, That the members of the committee shall serve
    17  without compensation, but shall be entitled to actual and
    18  necessary travel and other expenses incurred in the performance
    19  of official duties, the expenses of the members of the House to
    20  be paid from the appropriations to the House of Representatives
    21  and the expenses of the members of the Senate to be paid from
    22  the appropriations to the Senate.
