Effective date. 8 The General Assembly of the Commonwealth of Pennsylvania 9 hereby enacts as follows: 10 PART I 11 GENERAL PROVISIONS 12 Section 101. Short title.--This act shall be known and may 13 be cited as the Motor License Fund Appropriation Act of 1988. 14 Section 102. Motor License Fund appropriations.--(a) Motor 15 License Fund.--The following sums, or as much thereof as may be 16 necessary, are hereby appropriated from the Motor License Fund 17 to the hereinafter named agencies of the Commonwealth for the 18 payment of salaries, wages and other compensation and travel 19 expenses of the duly elected or appointed officers and employees 20 of the Commonwealth, for contractual services and other expenses 21 necessary for the proper conduct of the duties, functions and 22 activities for the purposes hereinafter set forth for the fiscal 23 year beginning July 1, 1988, and for the payment of bills 24 incurred and remaining unpaid at the close of the fiscal year 25 ending June 30, 1988. 26 (b) Aviation Restricted Revenue Account.--The following 27 sums, or as much thereof as may be necessary, are hereby 28 appropriated from the Aviation Restricted Revenue Account in the 29 Motor License Fund to the hereinafter named agencies of the 30 Commonwealth for the purposes set forth herein for the fiscal 19880H2570B3628 - 2 -
1 year beginning July 1, 1988, and for the payment of bills 2 incurred and remaining unpaid at the close of the fiscal year 3 ending June 30, 1988. 4 PART II 5 MOTOR LICENSE FUND APPROPRIATIONS 6 FOR 1988-1989 7 SUBPART A 8 MOTOR LICENSE FUND 9 Section 201. Department of 10 Transportation.--The following amounts 11 are appropriated to the Department of 12 Transportation: Federal State 13 For the salaries, wages and all 14 necessary expenses for the proper 15 administration of the Department of 16 Transportation, including the State 17 Transportation Commission and the 18 State Transportation Advisory 19 Committee and the Statewide 20 coordination of municipal services. 21 State appropriation........ $22,544,000 22 For the salaries, wages and all 23 necessary expenses for the operation 24 of the Highway and Safety Improvement 25 Programs, including planning and 26 research, design, engineering, right- 27 of-way acquisition and the operation 28 of the engineering district facilities 29 and liaison services with communities 30 on local road engineering and 19880H2570B3628 - 3 -
1 construction activities. Of this 2 amount, $300,000 shall be allocated by 3 the department for a timber bridge 4 research, design and construction 5 program. 6 State appropriation........ 183,860,000 7 For the salaries, wages and all 8 necessary expenses for the 9 administration and operation of the 10 maintenance program for State roads, 11 bridges, tunnels and structures, 12 including the operation of the county 13 maintenance district facilities. 14 State appropriation........ 582,887,000 <-- 15 STATE APPROPRIATION........ 615,887,000 <-- 16 For supplemental maintenance 17 program payments. 1 For local bridge inspections. 2 State appropriation........ 800,000 3 For a program for the installation, 4 replacement and repair of traffic 5 signs or directional signs which pose 6 safety hazards to the driving public 7 or which assist the driving public in 8 locating attractions within this 9 Commonwealth. 10 State appropriation........ 15,000,000 11 Section 202. Governor.--The 12 following amounts are appropriated to 13 the Governor for Executive Offices: Federal State 14 For comptroller operations related 15 to the Motor License Fund. 16 State appropriation........ 4,127,000 17 Section 203. Treasury 18 Department.--The following amounts are 19 appropriated to the Treasury 20 Department: Federal State 21 For payment of refunds of liquid 22 fuels taxes for agricultural use to 23 which the Commonwealth is not 24 entitled. 25 State appropriation........ 4,200,000 26 For the payment of salaries, wages 27 and all necessary expenses in the 28 proper administration of the program 29 to refund liquid fuels taxes to which 30 the Commonwealth is not entitled. 19880H2570B3628 - 6 -

Department of 11 Revenue.--The following amounts are 12 appropriated to the Department of 13 Revenue: Federal State 14 For the proper administration and 15 enforcement of the regulations under 16 the Liquid Fuels Tax Act, Motor 17 Carriers Road Tax Act and Bus Compact. 18 State appropriation........ 6,830,000 19 Section 207. Pennsylvania State 20 Police.--The following amounts are 21 appropriated to the Pennsylvania State 22 Police: Federal State 23 For transfer to the General Fund to 24 finance the Traffic Control and the 25 Traffic Safety Facilities Program of 26 the Pennsylvania State Police. 27 State appropriation........ 158,473,000 28 For transfer to the General Fund to 29 finance the Municipal Police Officers' 30 Education and Training Commission. 19880H2570B3628 - 9 -

Department of 9 Transportation.--The following amounts 10 are appropriated to the Department of 11 Transportation: Federal State 12 For payment for aviation 13 operations, including the operation 14 and maintenance of State-owned 15 aircraft, payment of general expenses, 16 supplies, printing and equipment; for 17 the development and maintenance of 18 State airports and the maintenance and 19 repair of landing fields, intermediate 20 landing fields, landing field 21 equipment, beacon sites and other 22 navigation facilities; and for the 23 encouragement and development of civil 24 aeronautics. 25 State appropriation........ 10,160,000 26 For payment for airport 27 construction and development, 28 including encouragement and 29 development of aeronautics, 30 development of State airports and 19880H2570B3628 - 10 -
1 assistance to political subdivisions 2 and municipal authorities in the 3 construction and improvement of 4 airports and other aeronautical 5 facilities. 6 State appropriation........ 4,500,000 7 For payments to public airports for 8 runway rehabilitation. 9 State appropriation........ 500,000 10 For real estate tax rebate payments 11 to privately owned public use 12 airports. 13 State appropriation........ 238,000 14 For business airport grants. 15 State appropriation........ 1,500,000 16 Section 222. Treasury 17 Department.--The following amounts are 18 appropriated to the Treasury 19 Department: Federal State 20 For payment for aviation-related 21 debt service. 22 State appropriation........ 144,000 23 PART III 24 MISCELLANEOUS PROVISIONS 25 Section 301. Lapsing of unused funds.--(a) Except as 26 otherwise provided by law or in subsection (b), that part of all 27 appropriations in Part II unexpended, uncommitted or 28 unencumbered as of June 30, 1989, shall automatically lapse as 29 of that date. 30 (b) (1) The appropriation in section 201 for traffic signs 19880H2570B3628 - 11 -
1 and directional signs shall be a two-year continuing 2 appropriation. 3 (2) The appropriations in section 221 of Part II for airport 4 development, runway rehabilitation, business airport grants and 5 real estate tax rebate payments shall be two-year continuing 6 appropriations. 7 Section 302.
