                                     AN ACT

     1  Making an appropriation for the purpose of implementing the
     2     Pennsylvania portion of the United States Plan for Phosphorus
     3     Load Reduction to Lake Erie.

     4     WHEREAS, In October, 1983, the United States and Canada
     5  agreed on the Supplement to Annex 3 of the 1978 Great Lakes
     6  Water Quality Agreement. This supplement set forth Phosphorus
     7  Load Reduction objectives for each of the Great Lakes; and
     8     WHEREAS, Pennsylvania participated on a Great Lakes
     9  Phosphorus Reduction Task Force during 1984-1986 that determined
    10  Pennsylvania's share of the load reduction would be an annual
    11  reduction of 15 metric tons; and
    12     WHEREAS, The United States plan includes a program in
    13  Pennsylvania to strengthen the erosion and sediment pollution
    14  control program and nutrient management program in Erie and
    15  Crawford counties. Additional technical support for control of
    16  erosion on construction activities and for the design and
    17  installation of agricultural best management practices will be
    18  provided by the Erie Conservation District.

     1     The General Assembly of the Commonwealth of Pennsylvania
     2  hereby enacts as follows:
     3     Section 1.  The sum of $250,000 is hereby appropriated to the
     4  Department of Environmental Resources for the fiscal year July
     5  1, 1988, to June 30, 1989, for the purpose of implementing a
     6  nonpoint source nutrient reduction program involving the Lake
     7  Erie drainage basin.
     8     Section 2.  This act shall take effect July 1, 1988.
