                                     AN ACT

     1  Amending the act of May 31, 1956 (1955 P.L.1911, No.635),
     2     entitled "An act to promote the welfare of the people of the
     3     Commonwealth by rendering financial assistance to industrial
     4     development agencies engaged in promoting the development and
     5     expansion of business, industry and commerce in the
     6     respective counties of the Commonwealth; prescribing
     7     procedures for the rendering of such assistance and
     8     empowering the Department of Commerce of the Commonwealth to
     9     administer the same; and making an appropriation," raising
    10     the maximum grant limit.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  Section 5 of the act of May 31, 1956 (1955
    14  P.L.1911, No.635), known as the Industrial Development
    15  Assistance Law, is amended to read:
    16     Section 5.  Applications for and Approval of Grants to
    17  Industrial Development Agencies.--The Department of Commerce is
    18  hereby authorized to make grants to recognized industrial
    19  development agencies, to assist such agencies in the financing
    20  of their operational costs for the purposes of making studies,
    21  surveys and investigations, the compilation of data and

     1  statistics and in the carrying out of planning and promotional
     2  programs: Provided, That, before any such grant may be made,
     3     (a)  The industrial development agency shall have made
     4  application to the Department of Commerce for such grant, and
     5  shall have therein set forth the studies proposed to be made,
     6  the statistics, data and surveys proposed to be completed, and
     7  the program proposed to be undertaken for the purpose of
     8  encouraging and stimulating industrial development in the
     9  county. The application shall further state, under oath or
    10  affirmation, with evidence thereof satisfactory to the
    11  department, the amount of funds held by or committed or
    12  subscribed to the industrial development agency for application
    13  to the purposes herein described and the amount of the grant for
    14  which application is made; and
    15     (b)  The Department of Commerce, after review of the
    16  application, if satisfied that the program of the industrial
    17  development agency appears to be in accord with the purposes of
    18  this act, shall authorize the making of a matching grant to such
    19  industrial development agency equal to funds of the agency
    20  allocated by it to the program described in its application:
    21  Provided, however, That such State grant shall not exceed an
    22  amount equal to [one-tenth of] one dollar for each inhabitant of
    23  the county or counties represented by such agency as determined
    24  by the last preceding decennial United States Census.
    25     Section 2.  This act shall take effect in 60 days.
