                                     AN ACT

     1  Itemizing appropriations required from the Motor License Fund
     2     for the fiscal year July 1, 1987, to June 30, 1988, for the
     3     proper operation of the several departments of the
     4     Commonwealth authorized to spend Motor License Fund moneys.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  This act shall be known and may be cited as the
     8  Motor License Fund Appropriation Act of 1987.
     9     Section 2.  The following sums, or as much thereof as may be
    10  necessary, are hereby appropriated from the Motor License Fund
    11  to the hereinafter named agencies of the Commonwealth for the
    12  payment of salaries, wages and other compensation and travel
    13  expenses of the duly elected or appointed officers and employees
    14  of the Commonwealth, for contractual services and other expenses
    15  necessary for the proper conduct of the duties, functions and
    16  activities for the purposes hereinafter set forth for the fiscal
    17  year beginning July 1, 1987, and for the payment of bills
    18  incurred and remaining unpaid at the close of the fiscal year


     1  ending June 30, 1987:
     2                To the Department of Transportation
     3     For the salaries, wages and all necessary
     4  expenses for the proper administration of the
     5  Department of Transportation, including the
     6  Transportation Commission and Advisory Committee
     7  and the Statewide coordination of municipal
     8  services..........................................   $21,528,000
     9     For the salaries, wages and all necessary
    10  expenses for the operation of the Highway and
    11  Safety Improvement Programs, including planning
    12  and research, design, engineering, right-of-way
    13  acquisition and the operation of the engineering
    14  district facilities and liaison services with
    15  communities on local road engineering and
    16  construction activities...........................   162,560,000
    17     For the salaries, wages and all necessary
    18  expenses for the administration and operation of
    19  the maintenance program for State roads, bridges,
    20  tunnels and structures, including the operation of
    21  the county maintenance district facilities........   567,609,000
    22     For supplemental maintenance program payments.
    23  This appropriation shall be allocated so as to
    24  insure that no county receives a maintenance
    25  allocation in fiscal year 1987-1988 that is less
    26  than the allocation such county received in fiscal
    27  year 1986-1987....................................    16,766,000
    28     For the construction of salt storage

    30     For the salaries, wages and all necessary

     2  Safety Program and the administration and

     5     For rental payments to the State Highway and
     6  Bridge Authority for projects constructed with

     8     For payments to municipalities to assist in
     9  maintenance and construction costs of roads.......   151,533,000
    10     For supplemental payments to municipalities to
    11  assist in maintenance and construction costs of
    12  roads in accordance with 75 Pa.C.S. Ch. 93
    13  (relating to supplemental funding for municipal

    24  necessary, are hereby appropriated from the Aviation Restricted
    25  Revenue Account in the Motor License Fund to the hereinafter
    26  named agencies of the Commonwealth for the purposes set forth
    27  herein for the fiscal year beginning July 1, 1987, and for the
    28  payment of bills incurred and remaining unpaid at the close of
    29  the fiscal year ending June 30, 1987:
    30                To the Department of Transportation

     1     For payment for aviation operations, including
     2  the operation and maintenance of State-owned
     3  aircraft, payment of general expenses, supplies,
     4  printing and equipment; for the development and
     5  maintenance of State airports and the maintenance
     6  and repair of landing fields, intermediate landing
     7  fields, landing field equipment, beacon sites and
     8  other navigation facilities; and for the
     9  encouragement and development of civil
    10  aeronautics.......................................    $6,887,000
    11     For payment for airport construction and
    12  development, including encouragement and
    13  development of aeronautics, development of State
    14  airports and assistance to political subdivisions
    15  and municipal authorities in the construction and
    16  improvement of airports and other aeronautical

    18     For payments to public airports for runway and
    19  taxiway rehabilitation............................       500,000
    20     For real estate tax rebate payments to

    24     Section 4.  The appropriations in section 3 for airport
    25  construction and development, runway and taxiway rehabilitation,
    26  and real estate tax rebate payments shall be two-year continuing
    27  appropriations.
    28     Section 5.  This act shall take effect July 1, 1987, or
    29  immediately, whichever is later.
