                                     AN ACT

     1  Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
     2     act to consolidate, editorially revise, and codify the public
     3     welfare laws of the Commonwealth," further providing for
     4     technical assistance to prospective family day-care
     5     providers.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 1077 of the act of June 13, 1967 (P.L.31,
     9  No.21), known as the Public Welfare Code, added December 5, 1980
    10  (P.L.1112, No.193), is amended to read:
    11     Section 1077.  Technical Assistance.--(a)  The department may
    12  offer and provide upon request technical assistance to
    13  caregivers to assist them in complying with department
    14  regulations.
    15     (b)  The department may upon request provide training for
    16  potential family day-care providers. The training will cover the
    17  following areas:
    18     (1)  First aid and basic safety.
    19     (2)  Child development, including infants and pre-school and

     1  school age children.
     2     (3)  Nutrition, including the Child Care Food Program.
     3     (4)  Basic health care, including washing hands before
     4  handling food, care of diapers and toilet areas.
     5     (5)  Small business management skills, including budgets and
     6  recordkeeping.
     7     (6)  Discipline of children and other related issues.
     8     (7)  Creative programming and development of proper
     9  environment for children.
    10     (8)  Community and parental resource development.
    11  First priority will be given to family day-care providers
    12  seeking a license. Funding provided for the purposes of this
    13  subsection shall be allocated to each of four regions
    14  proportionate to the population of children under twelve years
    15  of age in each region.
    16     Section 2.  This act shall take effect July 1, 1987, or
    17  immediately, whichever is later.
