We, the undersigned, Committee of Conference on the part of the Senate and House of Representatives for the purpose of considering Senate Bill No. 1447, entitled: "An act itemizing appropriations required from the Motor License Fund for the fiscal year July 1, 1986, to June 30, 1987, for the proper operation of the several departments of the Commonwealth authorized to spend Motor License Fund moneys," respectfully submit the following bill as our report: RICHARD A. AN ACT 1 Itemizing appropriations required from the Motor License Fund 2 for the fiscal year July 1, 1986, to June 30, 1987, for the 3 proper operation of the several departments of the 4 Commonwealth authorized to spend Motor License Fund moneys. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. This act shall be known and may be cited as the 8 Motor License Fund Appropriation Act of 1986. 9 Section 2. The following sums, or as much thereof as may be 10 necessary, are hereby appropriated from the Motor License Fund 11 to the hereinafter named agencies of the Commonwealth for the 12 payment of salaries, wages and other compensation and travel 13 expenses of the duly elected or appointed officers and employees 14 of the Commonwealth, for contractual services and other expenses 15 necessary for the proper conduct of the duties, functions and 16 activities for the purposes hereinafter set forth for the fiscal 17 year beginning July 1, 1986, and for the payment of bills 18 incurred and remaining unpaid at the close of the fiscal year 19 ending June 30, 1986: 20 To the Department of Transportation 21 For the salaries, wages and all necessary 22 expenses for the proper administration of the 23 Department of Transportation, including the 24 Transportation Commission and Advisory Committee 25 and the Statewide coordination of municipal 26 services.......................................... $20,901,000 27 For the salaries, wages and all necessary 28 expenses for the operation of the Highway and 29 Safety Improvement Programs, including planning
1 and research, design, engineering, right-of-way 2 acquisition and the operation of the engineering 3 district facilities and liaison services with 4 communities on local road engineering and 5 construction activities........................... 147,485,000 6 For the salaries, wages and all necessary 7 expenses for the administration and operation of 8 the maintenance program for State roads, bridges, 9 tunnels and structures, including the operation of 10 the county maintenance district facilities........ 548,638,000 11 For supplemental maintenance program payments. 12 This appropriation shall be allocated so as to 13 insure that no county receives a maintenance 14 allocation in fiscal year 1986-1987 that is less 15 than the allocation such county received in fiscal 16 year 1985-1986.................................... 10,947,000 17 For an additional one-time payment to county 18 maintenance districts for highway maintenance to 19 be allocated as follows: 50% based on the number 20 of county lane miles as defined in 75 Pa.C.S. § 21 9101 (relating to definitions) and 50% based on 22 the number of county vehicle miles as defined in 23 75 Pa.C.S. § 9101................................. 20,000,000 24 For the construction of salt storage 25 facilities........................................ 1,500,000 26 For the salaries, wages and all necessary 27 expenses for the administration of the Traffic 28 Safety Program and the administration and 29 operation of the Operator and Vehicle Registration 30 Programs.......................................... 48,416,000 19860S1447B2315 - 2 -
1 For highway restorations under the Highway 2 transfer program. This appropriation and those 3 funds allocated by executive authorization for 4 highway restoration from the State Highway 5 Transfer Restoration Restricted Account 6 established in 75 Pa.C.S. § 9511(b) (relating to 7 allocation of proceeds) shall be allocated to 8 municipalities in each county for highway 9 restoration based on the dollar value of 10 outstanding turnback requests of municipalities in 11 each county as a proportion of the total dollar 12 value of outstanding turnback requests in the 13 Commonwealth as identified in the schedule 14 submitted by the Department of Transportation to 15 the Majority Chairman of the House Appropriations 16 Committee and the Majority Chairman of the Senate 17 Appropriations Committee as of June 30, 1986...... 5,000,000 18 For rental payments to the State Highway and 19 Bridge Authority for projects constructed with 20 funds borrowed by the authority................... 27,900,000 21 For payments to municipalities to assist in 22 maintenance and construction costs of roads....... 147,158,000 23 For supplemental payments to municipalities to 24 assist in maintenance and construction costs of 25 roads in accordance with 75 Pa.C.S.
