                                  A RESOLUTION

     1  Amending House Resolution No. 36, adopted April 30, 1986,
     2     entitled "A resolution directing the Speaker to appoint a
     3     special commission to review the Commonwealth's current
     4     requirements governing amateur and professional boxing"
     5     extending the time for filing a report and further providing
     6     for expenses.

     7     RESOLVED, That House Resolution No. 36, adopted April 30,
     8  1986, be amended to read:
     9                            A RESOLUTION
    10  Directing the Speaker to appoint a special commission to review
    11     the Commonwealth's current requirements governing amateur and
    12     professional boxing.
    13     WHEREAS, Several unfortunate deaths during the past years
    14  caused by brain injuries suffered while boxing have called into
    15  question the health and safety standards now governing
    16  professional and amateur boxing; and
    17     WHEREAS, Recent medical studies have demonstrated a serious
    18  incidence of brain injury among boxers, injuries which have
    19  resulted in 353 boxing-related fatalities since 1945; and


     1     WHEREAS, Other states have taken direct action to improve the
     2  medical supervision of boxing, a sport which is increasing in
     3  popularity within our Commonwealth; therefore be it
     4     RESOLVED, That the Speaker of the House of Representatives
     5  appoint a special commission whose purpose shall be to make
     6  legislative recommendations to the House of Representatives,
     7  based on its studies undertaken with respect to all aspects of
     8  amateur and professional boxing in Pennsylvania. This commission
     9  shall consider new methods to protect the health and safety of
    10  boxers, but shall not consider a possible ban on this sport in
    11  the Commonwealth; and be it further
    12     RESOLVED, That this special commission shall consist of five
    13  members of the House of Representatives, three from the majority
    14  party and two from the minority party, as well as one member of
    15  the Pennsylvania Athletic Commission, one boxing trainer, one
    16  physical therapist, one physician, one licensed boxing referee,
    17  one psychologist and one person who has experience as a
    18  professional boxer; and be it further
    19     RESOLVED, That all reasonable expenses of the members of this
    20  special commission who are not elected members of the House of
    21  Representatives shall be paid out of funds under the control of
    22  the Chief Clerk in accordance with Rule 14 of the House Rules
    23  and the guidelines established by the House Rules Committee for
    24  elected members; and be it further
    25     RESOLVED, That this special commission shall report its
    26  findings to the House of Representatives [within 120 days] no
    27  later than November 30, 1986.
