        INTRODUCED BY DAWIDA, FREEMAN, PRESSMANN, TRELLO, VEON AND
           FISCHER, APRIL 14, 1986

        REFERRED TO COMMITTEE ON RULES, APRIL 15, 1986

                            A CONCURRENT RESOLUTION

     1  Urging the states in the Mid-Atlantic Region to form a regional
     2     commission to develop a regional presidential election.

     3     WHEREAS, The Mid-Atlantic Region, consisting of the
     4  Commonwealth of Pennsylvania, the State of New Jersey and the
     5  State of New York, would gain strength in choosing presidential
     6  nominees by adopting a regional primary; and
     7     WHEREAS, A regional primary would allow both Democrats and
     8  Republicans to coordinate the dates of their primaries and
     9  caucuses for selecting presidential delegates to the
    10  presidential convention; and
    11     WHEREAS, A unified regional primary effort would allow the
    12  states in the Mid-Atlantic Region to exercise a greater voice
    13  and achieve a position of power in the presidential election;
    14  therefore be it
    15     RESOLVED (the Senate concurring), That the General Assembly
    16  of the Commonwealth of Pennsylvania urge the states in the Mid-
    17  Atlantic Region to form a regional commission to develop a


     1  regional presidential election; and be it further
     2     RESOLVED, That copies of this resolution be transmitted to
     3  Governor Dick Thornburgh of the Commonwealth of Pennsylvania;
     4  Governor Thomas H. Kean, President of the Senate John F. Russo,
     5  and Speaker of the Assembly Chuck Hardwick of the State of New
     6  Jersey; and Governor Mario Cuomo, President pro tempore Warren
     7  M. Anderson, and Speaker of the Assembly Stanley Fink of the
     8  State of New York.
