A RESOLUTION 1 Providing for a Committee on Long-Term Care Review to address 2 certain findings and recommendations made pursuant to House 3 Resolution 113 of 1985. 4 WHEREAS, The House Committee on Health and Welfare has 5 completed its review of State regulations and policies impacting 6 on nursing homes, with particular emphasis on the medical 7 assistance reimbursement system, pursuant to House Resolution 8 113 of 1985; and 9 WHEREAS, The House Committee on Health and Welfare has 10 adopted and submitted to the House of Representatives its final 11 report and findings, which includes the need to reform the 12 State's medical assistance program as it relates to nursing 13 homes in order to effectively contain costs while improving 14 access to nursing home care and quality of care for medical
1 assistance recipients; and 2 WHEREAS, The final report recommends the creation of a 3 special Long-Term Care Review Committee to assist in the 4 development of legislative policy relating to long-term care; 5 and 6 WHEREAS, It is estimated that an additional 9,481 nursing 7 home beds will be needed in Pennsylvania by the year 1990; 8 therefore be it 9 RESOLVED, That the Speaker of the House of Representatives 10 appoint a select Committee on Long-Term Care Review, five 11 members to be from the majority party and four members to be 12 from the minority party, to address the findings and 13 recommendations contained in the final report pursuant to House 14 Resolution 113; to study, evaluate and make recommendations 15 regarding alternative reimbursement methodologies and the extent 16 to which such systems would improve Pennsylvania's medical 17 assistance program; to contribute to the health planning process 18 in meeting the needs of the Commonwealth's long-term care 19 population; and to determine if legislation is necessary to 20 implement these reforms; and be it further 21 RESOLVED, That the committee may hold hearings, take 22 testimony and make its investigations at such places as it deems 23 necessary in this Commonwealth. Each member of the committee 24 shall have power to administer oaths and affirmations to 25 witnesses appearing before the committee; and be it further 26 RESOLVED, That the committee is authorized to hire such staff 27 and assistants as it deems necessary, and the fees and expenses 28 incurred by the committee shall be paid from accounts under the 29 control of the Chief Clerk, in an amount not to exceed $50,000; 30 and be it further 19860H0237R2945 - 2 -
