A CONCURRENT RESOLUTION 1 Directing the Legislative Budget and Finance Committee to 2 conduct a study and review of the equity of the current 3 methods of financing the Commonwealth's highway program. 4 RESOLVED (the Senate concurring), That the General Assembly 5 of the Commonwealth of Pennsylvania direct the Legislative 6 Budget and Finance Committee to conduct a study and review of 7 each of the following: 8 (1) The effect on the design, construction and 9 maintenance of highways, roads, streets and bridges of 10 vehicles of varying weights and dimensions and the frequency 11 of occurrence of such vehicles in the traffic stream. 12 (2) The proportionate share of all highway costs, 13 including design, construction and maintenance of highways, 14 roads, streets and bridges directly attributable to the 15 various classes of users based on the effects referred to in 16 paragraph (1). 17 (3) The dollar value of environmental and other costs to
1 users, including costs of pavement deterioration directly or 2 indirectly caused by highway, road, street and bridge use and 3 the proportionate share of these costs attributable to each 4 class of highway user. 5 (4) The most equitable and efficient way of sharing 6 highway costs that cannot be directly attributed to any 7 specific class. 8 (5) The highway user charges now used to finance roads 9 in this Commonwealth, including an analysis of the 10 appropriateness of such taxes and fees, in both form and 11 amount, compared to the costs resulting from road use as 12 determined in paragraphs (1) through (4). 13 (6) Adjustments in existing highway taxes and fees, plus 14 any additions to the tax and fee structure that may improve 15 the equity and efficiency of highway finance in the 16 Commonwealth. 17 The recommendations set forth shall be formulated with regard to 18 the findings of the cost allocation study. The methodology used 19 in this study shall follow, whenever possible, the recommended 20 method used by the most recent study by the United States 21 Department of Transportation for the same purpose on a 22 nationwide basis; and be it further 23 RESOLVED, That the Legislative Budget and Finance Committee 24 report its findings and make recommendations for proposed 25 legislation within 12 months from the adoption of this 26 resolution.
