        INTRODUCED BY RICHARDSON, ANGSTADT, TRUMAN, KUKOVICH, OLIVER,
           REBER, DAWIDA, ACOSTA, FOX, J. L. WRIGHT, KASUNIC, TRELLO,
           DeLUCA, LINTON, PISTELLA, DeWEESE AND DEAL, MARCH 25, 1985

        REFERRED TO COMMITTEE ON RULES, MARCH 26, 1985

                                  A RESOLUTION

     1  Directing the Judiciary Committee to investigate the
     2     distribution and use of certain drugs in State prisons.

     3     WHEREAS, It appears that the distribution of medicinal drugs
     4  at State prisons and correctional institutions may not be
     5  strictly controlled; and
     6     WHEREAS, It appears that narcotic-related drugs may be used
     7  as a form of behavior control imposed upon inmates by prison
     8  guards; therefore be it
     9     RESOLVED, That the Judiciary Committee investigate the
    10  distribution and use of both medicinal and narcotic-related
    11  drugs at State prisons and correctional institutions; and be it
    12  further
    13     RESOLVED, That the committee may hold public hearings, take
    14  testimony and make its study at such places as it deems
    15  necessary within the Commonwealth. Each member of the committee
    16  shall have the power to administer oaths and affirmations to
    17  witnesses appearing before the committee; and be it further


     1     RESOLVED, That within 30 calendar days after the committee
     2  has made its report, the chairman of the committee shall cause a
     3  record of all expenses incurred by the committee, or the members
     4  thereof, which are payable at Commonwealth expense, to be filed
     5  with the Chief Clerk; and be it further
     6     RESOLVED, That the committee make a report of its findings
     7  and recommendations as soon as possible to the General Assembly.
