        INTRODUCED BY GEORGE, WOZNIAK, LIVENGOOD, STEIGHNER, COY, LUCYK,
           SAURMAN, REBER, HERSHEY, BOYES, BLAUM, FREEMAN, STEWART,
           JAROLIN, BOWLEY, LEVDANSKY, SHOWERS, MICHLOVIC AND MURPHY,
           FEBRUARY 13, 1985

        REFERRED TO COMMITTEE ON RULES, FEBRUARY 13, 1985

                                  A RESOLUTION

     1  Directing the House Conservation Committee to conduct an in-
     2     depth study of low-level radioactive waste.

     3     WHEREAS, The Commonwealth of Pennsylvania, under the
     4  provisions of the Low-Level Radioactive Waste Policy Act (Public
     5  Law 96-573, 42 U.S.C. § 2021b et seq.), is required by January
     6  1, 1986, to submit to the United States Congress a plan for the
     7  establishment and operation of facilities for the management of
     8  low-level radioactive waste; and
     9     WHEREAS, The Commonwealth is currently negotiating with
    10  adjoining states to form an interstate compact to be known as
    11  the Appalachian States Low-Level Radioactive Waste Disposal
    12  Compact; and
    13     WHEREAS, The eventual selection of a site or sites within
    14  this Commonwealth as well as methods of disposal and the
    15  environmental and socioeconomic impact of low-level radioactive
    16  waste are of paramount importance to all Pennsylvanians because
    17  of the potential risk to health; therefore be it

     1     RESOLVED, That the Conservation Committee of the House of
     2  Representatives is hereby directed to conduct an in-depth study
     3  of low-level radioactive waste, including, but not limited to,
     4  an identification of existing and projected technology for the
     5  safe long-term disposal methods currently in use at existing
     6  disposal facilities as well as those being considered by other
     7  states; and be it further
     8     RESOLVED, That the committee compile information on
     9  technology for reducing volume both at the point of generation
    10  and prior to disposal; on the possibility of segregation and
    11  decay or detoxification prior to storage; on geological factors
    12  and other specific environmental criteria that will determine
    13  site selection; and be it further
    14     RESOLVED, That the committee seek public input on the
    15  advantages and disadvantages of public vs. private ownership of
    16  disposal sites; that it compile an inventory of generators and
    17  the volume of low-level wastes generated in this Commonwealth
    18  and in the proposed compact states; and be it further
    19     RESOLVED, That the committee may hold hearings, take
    20  testimony and make its investigations at such places as it deems
    21  necessary in this Commonwealth. Each member of the committee
    22  shall have power to administer oaths and affirmations to
    23  witnesses appearing before the committee; and be it further
    24     RESOLVED, That the committee make a report of its findings
    25  and public hearings to the House of Representatives within 180
    26  days.
