A RESOLUTION
1 Providing for the adoption of temporary rules of the House of
2 Representatives.
3 RESOLVED, That the existing rules of the 1983 and 1984
4 sessions be and are hereby adopted as the temporary rules for
5 the 1985 and 1986 sessions of the House of Representatives until
6 the adoption of permanent rules, with the exception of Rule 46
7 which is amended to read:

9 Committee on Rules
10 The Committee on Rules shall consist of the Speaker, the
11 Majority Leader, the Majority Whip, the Minority Leader, the
12 Minority Whip, the Majority Appropriations Chairman, the
13 Minority Appropriations Chairman, six members of the majority
14 party appointed by the Speaker, and four members of the minority
15 party appointed by the Minority Leader. The Majority Leader
16 shall be chairman.
17 The committee shall make recommendations designed to improve
1 and expedite the business and procedure of the House and its
2 committees, and to propose to the House any amendments to the
3 Rules deemed necessary. The committee shall also do all things
4 necessary to fulfill any assignment or duty given to the
5 committee by any resolution, or other rule of the House of
6 Representatives.
7 The committee shall be privileged to report at any time.
8 The committee shall, until or unless superseded by law, adopt
9 guidelines for the expenditure of all funds appropriated to the
10 House or to any member or nonmember officer by any appropriation
11 act.
12 Such guidelines shall include a detailed statement of the
13 general and specific purposes for which the funds from that
14 appropriation account may be used, as well as uniform standards
15 of required documentation, accounting systems and record keeping
16 procedures.
