AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for securing loads on vehicles;
3 and requiring certain loads to be covered.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 4903(a) of Title 75 of the Pennsylvania
7 Consolidated Statutes is amended and the section is amended by
8 adding a subsection to read:
9 § 4903. Securing loads in vehicles.
10 (a) General rule.--No vehicle shall be driven or moved on
11 any highway unless the vehicle is so constructed or loaded as to
12 prevent its load or any part of its load from dropping, sifting,
13 leaking or otherwise escaping.
14 (a.1) Covering load.--Every load, other than farm products,
15 susceptible to scattering on a highway or street that extends
16 above the height of the sides, tailgate or rear of a vehicle
17 shall be securely covered with a tarpaulin or other cover.
