REFERRED TO COMMITTEE ON APPROPRIATIONS, FEBRUARY 5, 1986
AN ACT 1 Establishing a program to coordinate efforts to revitalize 2 distressed industries; providing for an analysis of eligible 3 industries and for reports; and making an appropriation. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Short title. 7 This act shall be known and may be cited as the Distressed 8 Industry Assistance Act. 9 Section 2. Legislative findings and intent. 10 (a) Findings.--The General Assembly finds and declares that: 11 (1) There exists within this Commonwealth certain 12 industries which have, in the past, employed many more 13 citizens of this Commonwealth than they do today. 14 (2) This decline in employment in these industries has 15 created hardship to individuals and families due to long-term
1 unemployment and underemployment. 2 (3) The continued, unchecked decline of these industries 3 will cause greater and greater hardship on even more 4 Commonwealth citizens. 5 (4) While the decline of many of these industries cannot 6 be stemmed by the action of State government, it has been 7 found that a minimal amount of assistance, particularly for 8 modernization of machinery, may save many jobs and possibly 9 create many more. 10 (b) Legislative intent.--It is the intent of the General 11 Assembly to provide a program that will coordinate efforts to 12 revitalize those distressed industries within this Commonwealth 13 through the targeting of State assistance to industries which 14 are found to be in a position where State aid will enable the 15 industry to continue to expand within this Commonwealth. 16 Section 3.
