AN ACT 1 Providing for a grant program for innovative job training 2 projects; establishing requirements and criteria for such 3 projects; and making an appropriation. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Short title. 7 This act shall be known and may be cited as the Innovative 8 Training Grant Act. 9 Section 2. Declaration of policy. 10 The General Assembly finds and declares as follows: 11 (1) There is a critical need in this Commonwealth for 12 investment in our human capital to ensure that employers and 13 prospective employers are able to hire workers with suitable 14 skills and to ensure that Pennsylvania workers have access to 15 relevant job training, particularly those who have been
1 dislocated by plant closings and those who have not had the 2 opportunity for regular employment because of lack of 3 marketable skills. 4 (2) Existing State and Federal job training programs do 5 not meet the training needs for all workers in need of 6 training, nor do they meet the needs for all existing 7 businesses and potential businesses in this Commonwealth. 8 (3) A discretionary grant program for innovative 9 training projects not eligible for funding from other sources 10 is needed to develop successful training models to fill needs 11 not met by other programs and to conduct research. 12 Section 3. Use of funds. 13 (a) General rule.--Funds appropriated under this act are to 14 be allocated by the State Job Training Coordinating Council 15 established pursuant to section 122 of the Federal Job Training 16 Partnership Act (Public Law 97-300, 96 Stat. 1322) for the 17 establishment of pilot job training projects which meet the 18 criteria listed in subsection (b). 19 (b) Criteria.--Any public or private school, institution of 20 higher learning, business enterprise or nonprofit organization 21 may apply for funding under this act. In order to qualify for 22 funding, the proposed training project must meet the following 23 criteria: 24 (1) The project will test a new training model designed 25 for a particular group of workers or a particular type of job 26 and the project contains a research component to measure the 27 effectiveness of the program design. 28 (2) The project is determined by the State Job Training 29 Coordinating Council to be in the best economic interests of 30 this Commonwealth. 19860H2039B2973 - 2 -
1 (c) Priorities.--The State Job Training Coordinating Council 2 shall give priority in funding to the following projects: 3 (1) Projects which will provide job training for 4 disadvantaged workers, including recipients of public 5 assistance, dislocated workers, individuals who have been 6 unemployed for more than four months and displaced 7 homemakers. 8 (2) Projects located in areas of this Commonwealth with 9 an unemployment rate which is higher than the Statewide 10 average and areas of this Commonwealth where the proportion 11 of the employable population dependent on cash welfare 12 benefits is higher than the Statewide average. 13 (3) Projects which are innovative and have potential for 14 replication elsewhere in this Commonwealth. 15 (d) Review of project applications.--The State Job Training 16 Coordinating Council, when reviewing project applications, 17 should carefully consider all other available funding resources, 18 including, but not limited to, private sector funds, other State 19 or local agency funds, or funds made available under the Job 20 Training Partnership Act (Public Law 97-300, 96 Stat. 1322). 21 Section 4. Application procedure for grants. 22 The State Job Training Coordinating Council shall annually, 23 by September 1, establish application guidelines and forms, 24 which shall be promulgated in accordance with the procedures 25 established by the act of July 31, 1968 (P.L.769, No.240), 26 referred to as the Commonwealth Documents Law. 27 Section 5. Data collection, reporting and dissemination of 28 research. 29 (a) Data collection and report.--The State Job Training 30 Coordinating Council shall annually, by May 1, prepare a report 19860H2039B2973 - 3 -
1 for the General Assembly containing the following:
2 (1) A list of projects funded under this act and the
3 amount of the grant awarded for each project.
4 (2) Job placement rates for participants in training
5 projects funded under this act.
6 (3) JOB RETENTION AND PROMOTION RATES AFTER SIX MONTHS, <--
7 ONE YEAR AND TWO YEARS OF EACH PARTICIPANT IN TRAINING
8 PROJECTS.
9 (3) (4) Training costs for each participant in the job <--
10 training projects funded under this act.
11 (b) Dissemination of information.--The State Job Training
12 Coordinating Council shall make available to all interested
13 parties information on the job training models funded under this
14 act, including the results of research conducted to test the
15 effectiveness of the job training model tested.
16 Section 6. Funding.
17 The sum of $1,000,000, or as much thereof as may be
18 necessary, is hereby appropriated from the General Fund to the
19 State Job Training Coordinating Council for the fiscal year July
20 1, 1986, to June 30, 1987, to carry out the provisions of this
21 act.
22 Section 7. Effective date.
23 This act shall take effect July 1, 1986.
