                                     AN ACT

     1  Amending the act of August 31, 1955 (P.L.531, No.131), entitled
     2     "An act permitting and regulating wrestling and boxing
     3     contests and exhibitions; requiring licenses and permits;
     4     conferring powers and imposing duties upon the State Athletic
     5     Commission; providing for the granting, suspension, and
     6     revocation of licenses and permits issued by the Commission;
     7     preserving the rights of existing licensees and permittees;
     8     prescribing penalties, fines, forfeitures and misdemeanors;
     9     requiring bonds and insurance; creating a Medical Advisory
    10     Board; providing for rules and regulations; and making
    11     appropriations," excluding amateur wrestling.

    12     The General Assembly of the Commonwealth of Pennsylvania
    13  hereby enacts as follows:
    14     Section 1.  Section 103 of the act of August 31, 1955
    15  (P.L.531, No.131), known as the Pennsylvania Athletic Code, is
    16  amended to read:
    17     Section 103.  Act Not to Apply to Schools or Amateur
    18  Wrestling Contests.--No provision of this act nor any rule or
    19  regulation promulgated hereunder shall apply to any boxing or
    20  wrestling contest or exhibition conducted or sponsored by any


     1  university, college, secondary school or group of universities,
     2  colleges or secondary schools provided all the participants are
     3  students regularly enrolled in such institutions nor shall the
     4  provisions of this act apply to any amateur wrestling contest
     5  conducted within this Commonwealth.
     6     Section 2.  Sections 201 and 202 of the act, amended November
     7  3, 1983 (P.L.213, No.62), are amended to read:
     8     Section 201.  Power of Commission to Control Wrestling and
     9  Boxing.--Except as provided in section 103, the Commission is
    10  hereby granted sole direction, control and jurisdiction over all
    11  amateur and professional boxing and professional wrestling
    12  contests and exhibitions or any variations thereof held within
    13  the Commonwealth of Pennsylvania, except such contests and
    14  exhibitions as are specifically exempted from the provisions of
    15  this act.
    16     Section 202.  Boxing and Wrestling Regulated.--Amateur or
    17  professional boxing or professional wrestling contests or
    18  exhibitions, including kick boxing, shall be held within the
    19  Commonwealth of Pennsylvania only in accordance with the
    20  provisions of this act and the rules and regulations promulgated
    21  hereunder. Such contests or exhibitions may be held on Sundays.
    22     Section 3.  Section 203 of the act, amended May 5, 1982
    23  (P.L.378, No.109), is amended to read:
    24     Section 203.  Age of Participants.--(a)  No person under
    25  eighteen (18) years of age shall be a participant in any boxing
    26  or professional wrestling contest or exhibition: Provided, That
    27  (i) any person sixteen (16) years of age with the permission of
    28  one Commissioner or seventeen (17) years of age may participate
    29  in amateur boxing [or wrestling] contests or exhibitions, under
    30  such rules and regulations as the Commission shall prescribe,

     1  and (ii) any person under sixteen (16) years of age but not less
     2  than twelve (12) years of age who has written permission from a
     3  parent or legal guardian may participate in amateur boxing [or
     4  wrestling] contests or exhibitions with other persons who are
     5  not more than twelve (12) months older under such rules and
     6  regulations as the Commission shall prescribe.
     7     (b)  The limitations set forth in subsection (a) shall not
     8  apply to sanctioned boxing events for the Junior Olympics under
     9  the direction of the Amateur Athletic Union. For purposes of the
    10  Junior Olympic events, participants with the written permission
    11  of a parent or legal guardian, may only box in the following age
    12  divisions: (i) ten (10) and eleven (11) years of age; (ii)
    13  twelve (12) and thirteen (13) years of age; and (iii) fourteen
    14  (14) and fifteen (15) years of age. Under no circumstances shall
    15  any participant take part in any event outside of the approved
    16  division for such age group.
    17     Section 4.  Section 307 of the act is amended to read:
    18     Section 307.  Permits for Amateurs.--Except as otherwise
    19  provided in this act, no amateur boxing [or wrestling] contest
    20  or exhibition shall be held without a permit having been first
    21  secured from the Commission.
    22     Permits for amateur boxing [or wrestling] contests or
    23  exhibitions shall be issued only to bona fide recognized amateur
    24  athletic associations, non-profit organizations or other groups
    25  or individuals approved by the Commission.
    26     Such permits may be issued for a single contest or
    27  exhibition, a series of contests or exhibitions, or for a period
    28  not exceeding one (1) year and the Commission may issue such
    29  permits without charging any fee or for a fee of five dollars
    30  ($5.00) per permit.
