                                     AN ACT

     1  Amending the act of April 9, 1929 (P.L.177, No.175), entitled
     2     "An act providing for and reorganizing the conduct of the
     3     executive and administrative work of the Commonwealth by the
     4     Executive Department thereof and the administrative
     5     departments, boards, commissions, and officers thereof,
     6     including the boards of trustees of State Normal Schools, or
     7     Teachers Colleges; abolishing, creating, reorganizing or
     8     authorizing the reorganization of certain administrative
     9     departments, boards, and commissions; defining the powers and
    10     duties of the Governor and other executive and administrative
    11     officers, and of the several administrative departments,
    12     boards, commissions, and officers; fixing the salaries of the
    13     Governor, Lieutenant Governor, and certain other executive
    14     and administrative officers; providing for the appointment of
    15     certain administrative officers, and of all deputies and
    16     other assistants and employes in certain departments, boards,
    17     and commissions; and prescribing the manner in which the
    18     number and compensation of the deputies and all other
    19     assistants and employes of certain departments, boards and
    20     commissions shall be determined," providing for research in
    21     the area of Alzheimer's disease in the Department of Health;
    22     and providing for funding.

    23     The General Assembly of the Commonwealth of Pennsylvania
    24  hereby enacts as follows:
    25     Section 1.  The act of April 9, 1929 (P.L.177, No.175), known
    26  as The Administrative Code of 1929, is amended by adding a
    27  section to read:


     1     Section 2122.  Research Program for Alzheimer's Disease.--(a)
     2  The Department of Health shall have the power and its duties
     3  shall be to establish a program under which grants for research
     4  into Alzheimer's disease are distributed.
     5     (b)  Research into Alzheimer's disease shall include, but not
     6  be limited to:
     7     (1)  Biomedical research to investigate the primary cause and
     8  potential cure or treatment for Alzheimer's disease.
     9     (2)  Clinical research to improve diagnosis, treatment,
    10  restoration of loss function and patient management and care
    11  systems for Alzheimer's disease.
    12     (3)  Psychological research to improve family and patient
    13  coping skills and research to improve service delivery forms and
    14  forms of care.
    15     (4)  Policy analysis research to suggest more cost-effective
    16  methods of financing care for Alzheimer's disease victims.
    17     (c)  No grant shall be committed or distributed until the
    18  department has received satisfactory evidence of the existence
    19  of private funds which are to be used in the project for which
    20  the grant is to be allocated. No grant shall exceed the amount
    21  of private funds available for such project.
    22     (d)  The source of the grants shall be funds obtained by the
    23  Commonwealth as a result of the act of August 26, 1971 (P.L.351,
    24  No.91), known as the "State Lottery Law," and shall be available
    25  as follows:
    26     (1)  The Secretary of Revenue shall certify the amount of
    27  money which is needed to finance other programs required to be
    28  administered under the laws deriving fines from the "State
    29  Lottery Law" on the effective date of this act.
    30     (2)  Any funds in excess of this certified figure may be used

     1  for grants for this program up to a maximum of one million
     2  dollars ($1,000,000) in each fiscal year.
     3     Section 2.  This act shall take effect immediately.
