                                  A RESOLUTION

     1  Encouraging the acceleration and implementation of a project by
     2     the Department of Transportation relating to the
     3     consolidation of highway districts.

     4     WHEREAS, A preliminary study of the possible consolidation of
     5  neighboring counties into regional highway districts has
     6  indicated that consolidation would result in:
     7         (1)  an effective use of resources;
     8         (2)  an efficient utilization of workers and equipment;
     9         (3)  better prices on goods and services provided under
    10     contract; and
    11         (4)  increased quality and productivity; and
    12     WHEREAS, It would be in the best interests of the citizens of
    13  this Commonwealth to implement a highway consolidation program
    14  in order to provide better highways at lower cost; therefore be
    15  it
    16     RESOLVED, That the Senate encourage the acceleration and
    17  implementation of the study by the Department of Transportation
    18  relating to the consolidation of highway districts.
