A SUPPLEMENT 1 To the act of (P.L. , No. ), entitled "An act 2 providing for the capital budget for the fiscal year 1983- 3 1984," itemizing furniture and equipment projects to be 4 acquired by the Department of General Services, together with 5 their estimated financial cost; authorizing the incurring of 6 debt without the approval of the electors for the purpose of 7 financing the projects to be acquired by the Department of 8 General Services; stating the estimated useful life of the 9 projects; and making an appropriation. 10 The General Assembly of the Commonwealth of Pennsylvania 11 hereby enacts as follows: 12 Section 1. Total authorization. 13 The total authorization for the additional capital projects 14 consisting of the acquisition of movable furniture and equipment 15 to complete public improvement projects itemized in section 2, 16 purchased by the Department of General Services and to be 17 financed by the incurring of debt, shall be $1,503,000. 18 Section 2. Itemization of furniture and equipment projects. 19 The additional capital projects in the category of Public 20 Improvements, consisting of the acquisition of original movable 21 furniture and equipment to complete public improvement projects,

Debt authorization. 5 The Governor, Auditor General and State Treasurer are hereby 6 authorized and directed to borrow, from time to time, in 7 addition to any authorization heretofore or hereafter enacted, 8 on the credit of the Commonwealth, subject to the limitations 9 provided in the current capital budget, money not exceeding in 10 the aggregate the sum of $1,503,000 as may be found necessary to 11 carry out the acquisition of original furniture and equipment 12 projects specifically itemized in a capital budget. 13 Section 4. Issue of bonds. 14 The indebtedness herein authorized shall be incurred from 15 time to time and shall be evidenced by one or more series of 16 general obligation bonds of the Commonwealth in such aggregate 17 principal amount for each series as the Governor, Auditor 18 General and State Treasurer shall determine, but the latest 19 stated maturity date shall not exceed the estimated useful life 20 of the projects being financed as stated in section 5. 21 Section 5. Estimated useful life of projects. 22 The General Assembly states that the estimated useful life of 23 the furniture and equipment projects heretofore itemized is ten 24 years. The maximum term of the debt authorized to be incurred 25 hereunder is ten years. 26 Section 6. Appropriation. 27 The net proceeds of the sale of the obligations herein 28 authorized are hereby appropriated from the Capital Facilities 29 Fund to the Department of General Services in the maximum amount 30 of $1,503,000 to be used by it exclusively to defray the 19830S0879B1033 - 4 -
1 financial cost of the furniture and equipment projects 2 specifically itemized in a capital budget. After reserving or 3 paying the expenses of the sale of the obligation, the State 4 Treasurer shall pay to the Department of General Services the 5 moneys as required and certified by it to be legally due and 6 payable. 7 Section 7. Federal funds. 8 In addition to those funds appropriated in section 6, all 9 moneys received from the Federal Government for the projects 10 specifically itemized herein, are also hereby appropriated for 11 these projects. 12 Section 8. Effective date. 13 This act shall take effect July 1, 1983 or, if enacted 14 subsequently, immediately. D8L84RZ/19830S0879B1033 - 5 -
