AN ACT 1 To further provide from the General Fund for the expenses of the 2 Executive Department of the Commonwealth, the public debt and 3 for the public schools for the fiscal year July 1, 1983 to 4 June 30, 1984, and for the payment of bills incurred and 5 remaining unpaid at the close of the fiscal year ending June 6 30, 1983; and to further appropriate the Federal Augmentation 7 to the Executive Department of the Commonwealth for the 8 fiscal year July 1, 1983 to June 30, 1984 and for the payment 9 of bills incurred and remaining unpaid at the close of the 10 fiscal year ending June 30, 1983. 11 TABLE OF CONTENTS 12 PART I. Short title. 27 This act shall be known and may be cited as the Second 28 Supplemental General Appropriation Act of 1983. 29 Section 102. Definitions. 30 The following words and phrases when used in this act shall 19830S0877B1652 - 2 -
1 have the meanings given to them in this section unless the 2 context clearly indicates otherwise: 3 "Employees." Includes all directors, superintendents, bureau 4 or division chiefs, assistant directors, assistant 5 superintendents, assistant chiefs, experts, scientists, 6 engineers, surveyors, draftsmen, accountants, secretaries, 7 auditors, inspectors, examiners, analysts, statisticians, 8 marshals, clerks, stenographers, bookkeepers, messengers and 9 other assistants in any department, board or commission. 10 "Expenses" and "maintenance." Includes all printing, binding 11 and stationery, food and forage, materials and supplies, 12 traveling expenses, training, motor vehicle supplies and 13 repairs, freight, express and cartage, postage, telephones and 14 telegraph rentals and toll charges, newspaper advertising and 15 notices, fuel, light, heat, power and water, minor construction 16 and renovation, repairs or reconstruction of equipment, 17 buildings and facilities, rent of real estate and equipment, 18 premiums on workmen's compensation, insurance premiums on 19 policies of liability insurance, insurance premiums on medical 20 payment insurance and surety bonds for volunteer workers, 21 premiums on employee group life insurance and employee and 22 retired employee group hospital and medical insurance, payment 23 of Commonwealth share of social security taxes and unemployment 24 compensation costs for State employees, the purchase of 25 replacement or additional equipment and machinery and all other 26 incidental costs and expenses, including payment to the 27 Department of General Services of mileage and other charges for 28 the use of automobiles and rental payments for permanently 29 assigned automobiles and of expenses or costs of services 30 incurred through the Purchasing Fund. 1 shall include the medical costs for the treatment of inmates of 2 State institutions when the inmate must be transferred to an 3 outside hospital: Provided, That in no case shall the State 4 institution pay more for patient care than that provided under 5 the State medical assistance program. 6 Section 103. State appropriations. 15 The following additional sums set forth in this part, or as 16 much thereof as may be necessary, are hereby specifically 17 appropriated from the General Fund to the several hereinafter 18 named agencies of the Executive and Legislative Departments of 19 the Commonwealth for the payment of salaries, wages or other 20 compensation and travel expense of the duly elected or appointed 21 officers and employees of the Commonwealth, for payment of fees 22 of contractual services rendered, for the purchase or rental of 23 goods, services, printing, equipment, land and buildings and for 24 payment of any other expenses, as provided by law or by this 25 act, necessary for the proper conduct of the duties, functions 26 and activities and for the purposes hereinafter set forth for 27 the fiscal year beginning July 1, 1983 and for the payment of 28 bills incurred and remaining unpaid at the close of the fiscal 29 year ending June 30, 1983. 30 Section 202. 1 The following Federal augmentation appropriations set forth 2 in this part, or as much thereof as may be necessary, are hereby 3 specifically appropriated from the Federal augmentation funds to 4 the several hereinafter named agencies of the Executive 5 Department of the Commonwealth for the payment of the expenses 6 of implementing and carrying out the programs stated herein for 7 the fiscal year beginning July 1, 1983 and for the payment of 8 bills incurred and remaining unpaid at the close of the fiscal 9 year ending June 30, 1983. 1 on or after September 1, 1983 for the 2 market value of such animals and for 3 any extraordinary or incidental 4 expenses incurred which are associated 5 with the Avian Influenza Epidemic of 6 1983 and the depopulation program 7 implemented pursuant to the Federal 8 Government's declaration of an 9 extraordinary emergency on November 9, 10 1983. 11 State appropriation........ 2,000,000 12 The first priority for the funds 13 from this appropriation shall be for 14 losses associated with the Avian 15 Influenza Epidemic incurred prior to 16 the Federal emergency declaration, and 17 thereafter to supplement the Federal 18 funds made available pursuant to that 19 declaration. 20 Section 213.
