        ADOPTED, DECEMBER 13, 1983

                                  A RESOLUTION

     1  Urging the Governor and the Pennsylvania Congressional
     2     Delegation to take action to assist farmers who have suffered
     3     losses by reason of the recent drought and Avian flu
     4     epidemic.


     1     WHEREAS, The farm community has suffered substantial loss of
     2  grain crops and has suffered substantial consequential losses as
     3  a result of drought throughout the agricultural community; and
     4     WHEREAS, The devastating effect of the drought has compounded
     5  existing hardships of the farm community, such as substantial
     6  increases in prices of feed, power and other products, a general
     7  Statewide recession and the loss of various markets; and
     8     WHEREAS, The poultry industry of the Commonwealth is
     9  experiencing extreme financial loss, both present and future;
    10  and
    11     WHEREAS, The traditional family farm, an integral part of
    12  Pennsylvania's history and economy, is threatened with
    13  irreparable harm; and
    14     WHEREAS, Certain Federal and State programs can provide
    15  essential relief by making more readily available low-interest
    16  or no-interest loans and by reinstating Federal emergency feed
    17  programs and low-yield disaster payments; and
    18     WHEREAS, Immediate action is required by the Federal and
    19  State Governments; therefore be it
    20     RESOLVED, That the House of Representatives urge the Governor
    21  to make available immediately $5,000,000 of emergency moneys and
    22  such General Fund moneys as the Legislature may provide for
    23  assistance to farmers; to take all steps necessary within the
    24  power and authority and influence of his office to prevail upon
    25  the United States Government to make available surplus grain
    26  commodities at reduced prices; and to take all steps necessary
    27  to obtain Federal farm relief, grants and free transportation
    28  for movement of surplus grains from point of origin; and be it
    29  further
    30     RESOLVED, That the House of Representatives memorialize the

     1  Pennsylvania Congressional Delegation to introduce and support
     2  legislation to provide drought relief for the farmers of
     3  Pennsylvania by appropriate grants and low-interest loans, by
     4  making commodity credit corporation grains available at reduced
     5  prices, by grants and other appropriate relief; and be it
     6  further
     7     RESOLVED, That copies of this resolution be transmitted to
     8  the Governor of the Commonwealth and to each member of Congress
     9  from Pennsylvania.
