A RESOLUTION 1 Urging the 98th United States Congress to take action that will 2 limit foreign steel imports. 3 WHEREAS, The American steel industry has engaged in 4 extraordinary self-help efforts including the commitment of 5 millions of dollars to modernization and the reduction of 6 employment cost; and 7 WHEREAS, Foreign steel imports now account for approximately 8 20% of the steel consumed in the United States; and 9 WHEREAS, The American steel and coal industries, and those 10 particularly in Pennsylvania, are suffering from painfully high 11 levels of unemployment which result in large measure from 12 foreign steel imports; and 13 WHEREAS, Most steel entering the United States is unfairly 14 traded because it is dumped, subsidized or the beneficiary of
1 targeted foreign government development assistance; and 2 WHEREAS, United States trade laws have been ineffective in 3 stemming the tide of unfairly traded foreign steel; and 4 WHEREAS, Unfair trade in steel is the single most serious 5 threat to the survival of a healthy steel industry in 6 Pennsylvania and in the United States; and 7 WHEREAS, The American steel industry produces an industrial 8 material which is essential to the United States economy and 9 necessary to our national defense; and 10 WHEREAS, The steel industry is an important part of the 11 Pennsylvania economy, providing employment for thousands of the 12 Commonwealth's residents; and 13 WHEREAS, The American steel industry and Pennsylvania's coal 14 mining industry are linked by an important and mutually 15 beneficial customer-supplier relationship; therefore be it 16 RESOLVED, That the House of Representatives of the 17 Commonwealth of Pennsylvania urge Congress to act immediately to 18 limit imports of foreign steel to not more than 15% of American 19 steel consumption for a period of at least five years; and be it 20 further 21 RESOLVED, That a copy of this resolution be sent to each 22 member of the Pennsylvania Delegation to Congress, each member 23 of the Congressional Steel Caucus and the President of the 24 United States.
