PRINTER'S NO. 910

THE GENERAL ASSEMBLY OF PENNSYLVANIA

HOUSE RESOLUTION

No. 71 Session of 1983

INTRODUCED BY GALLAGHER, SEVENTY, RYBAK, LETTERMAN AND DeWEESE,
           APRIL 18, 1983

REFERRED TO COMMITTEE ON FEDERAL-STATE RELATIONS,
           APRIL 19, 1983

                                  A RESOLUTION

1 Memorializing Congress to nationalize the oil, steel, coal, rail
     2 and transportation industries.

3 WHEREAS, The General Assembly of Pennsylvania has recorded by
4 law its intent that domestically produced steel products be
5 given preference over imported steel products in government
     6 contracts; and
7 WHEREAS, American steel workers have accepted harsh cutbacks
8 in their pay scale and other fringe benefits; and
9 WHEREAS, In spite of these economic sacrifices by its
10 workers, United States Steel Corporation has contracted with a
11 British government-subsidized steel manufacturer to provide a
12 plant in Bucks County for producing finished steel products from
13 slabs imported from the British Isles; and
14 WHEREAS, Major steel companies own substantial ore reserves
15 abroad and numerous coal mines in Pennsylvania; and
16 WHEREAS, Conrail, which has enjoyed substantial tax credits
17 from Pennsylvania and the Federal Government, has discontinued

1 various commuter services to the detriment of the public; and
2 WHEREAS, Conrail employees have suffered significant wage and
3 benefit reductions in their nationwide contracts; and
4 WHEREAS, Petroleum companies in this country, through
5 arrangements with foreign oil cartels, helped to impose serious
6 hardships on the American public by sharp increases in the cost
7 of heating and motor fuels; and
8 WHEREAS, United States Steel Corporation with the help of
9 Federal tax credits has acquired a major oil producing firm; and
10 WHEREAS, It is obvious that these industries are not acting
11 in the best interests of the citizens of Pennsylvania and of the
12 United States; therefore be it
13 RESOLVED, That the Pennsylvania House of Representatives
14 memorialize the Congress of the United States to take immediate
15 steps to nationalize the oil, steel, coal and rail
16 transportation industries in America; and be it further
17 RESOLVED, That copies of this resolution be transmitted to
18 the presiding officers of each house of Congress and to each
19 member of Congress from Pennsylvania.
