                                     AN ACT

     1  Authorizing the indebtedness, with the approval of the electors,
     2     of $300,000,000 for loans to counties for the purpose of
     3     establishing and modernizing criminal justice facilities and
     4     related equipment.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  The question of incurring indebtedness of
     8  $300,000,000 for loans to counties for the following listed
     9  purposes shall be submitted to the electors at the next primary,
    10  municipal or general election following enactment of this act:
    11         (1)  Construction of new criminal justice facilities.
    12         (2)  Expansion of existing criminal justice facilities.
    13         (3)  Renovation of existing criminal justice facilities.
    14         (4)  Purchase and conversion of existing structures to
    15     criminal justice facilities.
    16         (5)  Purchase of sophisticated security devices.
    17     Section 2.  The Secretary of the Commonwealth shall forthwith


     1  certify the question to the county boards of election.
     2     Section 3.  The question shall be in substantially the
     3  following form:
     4         Do you favor the incurring of indebtedness of
     5         $300,000,000 for loans to counties for the following
     6         purposes:
     7                 (1)  Construction of new criminal justice
     8             facilities.
     9                 (2)  Expansion of existing criminal justice
    10             facilities.
    11                 (3)  Renovation of existing criminal justice
    12             facilities.
    13                 (4)  Purchase and conversion of existing
    14             structures to criminal justice facilities.
    15                 (5)  Purchase of sophisticated security devices.
    16     Section 4.  The election shall be conducted in accordance
    17  with the act of June 3, 1937 (P.L.1333, No.320), known as the
    18  Pennsylvania Election Code, except that the time limits for
    19  advertisement of notice of the election may be waived as to the
    20  question.
    21     Section 5.   Proceeds of borrowing shall be used for loans to
    22  counties for the above cited purposes by the Bureau of
    23  Correction.
    24     Section 6.  This act shall take effect immediately.
