                                  A SUPPLEMENT

     1  To the act of                   (P.L.   , No.  ), entitled "An
     2     act providing for the capital budget for the fiscal year
     3     1983-1984," itemizing highway safety and improvement projects
     4     to be constructed by the Department of Transportation,
     5     together with their estimated financial cost; authorizing the
     6     incurring of debt without the approval of the electors for
     7     the purpose of financing the projects to be constructed by
     8     the Department of Transportation; stating the estimated
     9     useful life of the projects; and making an appropriation.

    10     The General Assembly of the Commonwealth of Pennsylvania
    11  hereby enacts as follows:
    12  Section 1.  Total authorization.
    13     The total authorization for the additional capital projects
    14  in the category of highway safety and improvement projects
    15  itemized in section 2 and to be constructed by the Department of
    16  Transportation, its successors or assigns and to be financed by
    17  the incurring of debt, shall be $2,490,000.
    18  Section 2.  Itemization of highway safety and improvement
    19                 projects.
    20     Additional capital projects in the category of highway safety

     2  Transportation, its successors or assigns, and to be financed by
     3  the incurring of debt are hereby itemized together with their
     4  respective estimated financial costs as follows:

    16  Section 3.  Debt authorization.
    17     The Governor, Auditor General and State Treasurer are hereby
    18  authorized and directed to borrow, from time to time, in
    19  addition to any authorization heretofore or hereafter enacted,
    20  on the credit of the Commonwealth, subject to the limitations
    21  provided in the current capital budget, money not exceeding in
    22  the aggregate the sum of $2,490,000 as may be found necessary to
    23  carry out the public improvement projects consisting of the
    24  highway safety improvement projects specifically itemized in a
    25  capital budget.
    26  Section 4.  Issue of bonds.
    27     The indebtedness herein authorized shall be incurred from
    28  time to time and shall be evidenced by one or more series of
    29  general obligation bonds of the Commonwealth in such aggregate
    30  principal amount for each series as the Governor, Auditor

     1  General and State Treasurer shall determine, but the latest
     2  stated maturity date shall not exceed the estimated useful life
     3  of the projects being financed as stated in section 5.
     4  Section 5.  Estimated useful life or projects.
     5     The General Assembly states that the estimated useful life of
     6  the public improvement projects heretofore itemized is 30 years.
     7  The maximum term of the debt authorized to be incurred hereunder
     8  is 30 years.
     9  Section 6.  Appropriation.
    10     The net proceeds of the sale of the obligations herein
    11  authorized are hereby appropriated from the Capital Facilities
    12  Fund to the Department of Transportation in the maximum amount
    13  of $2,490,000 to be used by it exclusively to defray the
    14  financial cost of the public improvement projects consisting of
    15  the highway safety and improvement projects specifically
    16  itemized in a capital budget. After reserving or paying the
    17  expenses of the sale of the obligation, the State Treasurer
    18  shall pay to the Department of Transportation the moneys as
    19  required and certified by it to be legally due and payable.
    20  Section 7.  Federal funds.
    21     In addition to those funds appropriated in section 6, all
    22  moneys received from the Federal Government for the projects
    23  specifically itemized herein are also hereby appropriated for
    24  those projects.
    25  Section 8.  Allocation of funds.
    26     Whenever as determined by the Department of Transportation
    27  that the full estimated financial cost of the highway safety and
    28  improvement projects itemized in section 2 are not necessary for
    29  the proper design or construction of the projects, the excess
    30  funds no longer required may be allocated to increase the

     1  estimated cost of any one or more of the highway safety and
     2  improvement projects specifically itemized in a capital budget.
     3  Section 9.  Effective date.
     4     This act shall take effect immediately.
