           MAY 2, 1983

        AS AMENDED ON SECOND CONSIDERATION, IN SENATE, JUNE 27, 1984

                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, further providing for absentee ballots.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby resolves as follows:
     5     Section 1.  The following amendment to the Constitution of
     6  Pennsylvania is proposed in accordance with Article XI:
     7     That section 14, Article VII be amended to read:
     8  § 14.  Absentee voting.
     9     The Legislature shall, by general law, provide a manner in
    10  which, and the time and place at which, qualified electors who
    11  may, on the occurrence of any election, be absent from the State
    12  or county of their residence, because their duties, occupation
    13  or business require them to be elsewhere or who, on the
    14  occurrence of any election, are unable to attend at their proper
    15  polling places because of illness or physical disability or who
    16  WILL NOT ATTEND A POLLING PLACE BECAUSE OF THE OBSERVANCE OF A    <--


     1  RELIGIOUS HOLIDAY OR WHO can not vote because of election day
     2  duties, in the case of a county employe, may vote, and for the
     3  return and canvass of their votes in the election district in
     4  which they respectively reside.
