        AS AMENDED ON THIRD CONSIDERATION, IN SENATE, MARCH 26, 1984

                                     AN ACT

     1  Amending the act of February 1, 1966 (1965 P.L.1656, No.581),
     2     entitled "An act concerning boroughs, and revising, amending
     3     and consolidating the law relating to boroughs," further
     4     providing for records.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 1009 of the act of February 1, 1966 (1965
     8  P.L.1656, No.581), known as The Borough Code, amended July 31,
     9  1968 (P.L.942, No.289), is amended to read:
    10     Section 1009.  Typewritten, Printed, Photostated and
    11  Microfilmed Records Valid; Recording or Transcribing Records.--
    12  All borough records, required to be recorded or transcribed,
    13  shall be deemed valid if typewritten, printed, photostated or
    14  microfilmed and where recording or transcribing in a specified
    15  book of record is required, [except] including minutes of the
    16  proceedings of the council, such records may be recorded or
    17  transcribed in a mechanical [or key-operated] post binder book
    18  CAPABLE OF BEING PERMANENTLY SEALED with consecutively numbered   <--

     1  pages WITH A SECURITY CODE PRINTED THEREON AND A PERMANENT        <--
     2  LOCKING DEVICE with the borough seal being impressed upon each
     3  page, or bound book with pages being consecutively numbered by
     4  transcribing directly upon the pages of such book of record or
     5  such records or copies thereof may be attached to such book of
     6  record by stapling or by glue or by any other adhesive substance
     7  or material, and all records heretofore recorded or transcribed
     8  in any manner authorized by this section are validated. [The
     9  minutes of proceedings of the council shall, in the manner
    10  prescribed by this section for other records, be recorded in a
    11  bound book.] When any record shall be recorded or transcribed
    12  after the effective date of this act by attaching such record or
    13  a copy thereof to the book of record as hereinabove provided,
    14  the borough seal shall be impressed upon each page to which such
    15  record is attached, each impression thereof covering both a
    16  portion of the attached record and a portion of the page of the
    17  book of record to which such record is attached.
    18     Section 2.  This act shall take effect in 60 days.
