    26     The General Assembly of the Commonwealth of Pennsylvania
    27  hereby enacts as follows:
    28     Section 1.  The following sums, or as much thereof as may be   <--
    29  necessary, are hereby specifically appropriated from the
    30  restricted revenue account within the General Fund to the Public

     1  Utility Commission to provide for the operation of the
     2  commission for the fiscal period July 1, 1983 to June 30, 1984,
     3  for the purposes and in the amounts shown:
     4         (1)  For the salaries, wages and all
     5     necessary expenses for the proper
     6     administration of the Public Utility Commission
     7     including the chairman and commissioners,
     8     Office of the Director of Operations, Bureau of
     9     Public Information, Office of Special
    10     Assistants, Office of Intergovernmental Affairs
    11     and the Secretary's Bureau.....................    $6,215,000
    12         (2)  For the salaries, wages and all
    13     necessary expenses for the proper
    14     administration of the Offices of Counsel and
    15     Administrative Law Judge.......................     4,667,000
    16         (3)  For the salaries, wages and all
    17     necessary expenses for the proper
    18     administration of rates, research and
    19     transportation including the Bureau of
    20     Conservation, Economics and Energy Planning,
    21     Bureau of Nonrail Transportation, Bureau of
    22     Rail Transportation and the Bureau of Rates....     5,826,000
    23         (4)  For the salaries, wages and all
    24     necessary expenses for the proper
    25     administration of investigations and
    26     enforcement including the Bureau of Audits and
    27     the Bureau of Safety and Compliance. Funds from
    28     this appropriation shall be used to initiate
    29     audit surveillance of major utility
    30     construction projects..........................     4,483,000

     1         (5)  For the salaries, wages and all
     2     necessary expenses for proper administration of
     3     the Bureau of Consumer Services. Funds from
     4     this appropriation shall be used to secure
     5     equipment and adequate temporary or permanent
     6     staff to maintain a reasonable completion rate
     7     on the toll free telephone lines into this
     8     bureau. A reasonable completion rate shall be a
     9     rate where, on a monthly average, at least 20%
    10     of all calls to the bureau are completed.
    11     Progress toward this goal shall be reported to
    12     the Chairmen of the Appropriations Committees
    13     of the House of Representatives and Senate on a
    14     quarterly basis................................     1,488,000
    15     Section 2.  This act shall take effect July 1, 1983.

    21     SECTION 102.  DEFINITIONS.--THE FOLLOWING WORDS AND PHRASES
