        AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
           JUNE 24, 1981

                                     AN ACT

     1  Making appropriations to the Trustees of the University of
     2     Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The following sums are hereby specifically
     6  appropriated to the Trustees of the University of Pennsylvania
     7  for the fiscal year July 1, 1981 to June 30, 1982, for the
     8  purposes and in the amounts as shown:
     9     (1)  For instruction excluding
    10          Veterinary Medicine Programs and Doctor
    11          of Medicine...................................$7,578,000
    12     (2)  For student aid .............................. 3,798,000
    13     (3)  For instruction in Veterinary
    14          Medicine Programs only........................ 5,172,000
    15     (4)  For instruction - Doctor of
    16          Medicine only................................. 2,970,000


     1     (5)  New Bolton Animal Center...................... 1,200,000
     2     (6)  For dental clinics............................   690,000
     3     (7)  Food and Animal Clinics and Services..........   600,000
     4     Section 2.  (A)  Payments to the University of Pennsylvania    <--
     5  on account of the appropriations for all items provided in
     6  section 1, EXCEPT DOCTOR OF MEDICINE ONLY, shall be made by the   <--
     7  Secretary of Education in equal quarterly payments.
     8     (B)  PAYMENTS FOR INSTRUCTION, DOCTOR OF MEDICINE ONLY, SHALL  <--
     9  BE MADE BY THE SECRETARY OF EDUCATION ON THE BASIS OF FULL-TIME
    10  STUDENT ENROLLMENT AT A RATE NOT TO EXCEED $4,400 PER STUDENT.
    11     Section 3.  The university shall provide such information and
    12  in such form and manner as the Department of Education may
    13  prescribe.
    14     Section 4.  The University of Pennsylvania shall report its
    15  revenues and expenditures and present its financial statements
    16  as required under the provisions of this act in accordance with
    17  generally accepted accounting principles and procedures for
    18  educational institutions as set forth in the "Higher Education
    19  Finance Manual of 1975," without exception.
    20     Section 5.  This act shall take effect July 1, 1981.
