HOUSE RESOLUTION

No. 121 Session of 1981


        INTRODUCED BY RICHARDSON, OLIVER, IRVIS, EVANS AND DEAL,
           OCTOBER 21, 1981

        REFERRED TO COMMITTEE ON RULES, OCTOBER 21, 1981

                       In the House of Representatives, October 21, 1981

     1     WHEREAS, The Philadelphia School District is in the midst of
     2  extreme organizational and financial turmoil; and
     3     WHEREAS, Such problems adversely affect the education of
     4  pupils attending Philadelphia district schools; and
     5     WHEREAS, It would be highly desirable for a special committee
     6  to study the organizational and financial problems of the said
     7  district; therefore be it
     8     RESOLVED, That there is hereby created a special committee
     9  which shall consist of three members of the House of
    10  Representatives, two from the majority and one from the minority
    11  appointed by the Speaker of the House of Representatives, one of
    12  whom shall be designated as chairman of the committee, and 15
    13  community representatives appointed by the Mayor of the City of
    14  Philadelphia; and be it further
    15     RESOLVED, That the committee shall study the following areas:
    16     (1)  The assessed tax valuation of all property subject to
    17  taxes for school purposes.

     1     (2)  The size and demographic features of the district.
     2     (3)  The number of pupils in the various schools and programs
     3  of the district.
     4     (4)  The location and condition of school buildings.
     5     (5)  The location and operations of alternative high school
     6  programs.
     7     (6)  The need for decentralization or reorganization of the
     8  eight subdistricts; and be it further
     9     RESOLVED, That the committee may hold hearings, take
    10  testimony, and make its investigations at such places as it
    11  deems necessary within this Commonwealth. Each member of the
    12  committee shall have power to administer oaths and affirmations
    13  to witnesses appearing before the committee; and be it further
    14     RESOLVED, That the committee report its findings and make
    15  specific recommendations for remedial legislation to the House
    16  within four months of adoption of this resolution.
