HOUSE RESOLUTION

No. 120 Session of 1981


        INTRODUCED BY WESTON, OCTOBER 20, 1981

        REFERRED TO COMMITTEE ON RULES, OCTOBER 20, 1981

                       In the House of Representatives, October 20, 1981

     1     WHEREAS, There is growing concern among Philadelphia
     2  residents concerning rates for services charged by the
     3  Philadelphia Gas Works; and
     4     WHEREAS, The Philadelphia Gas Works is a municipal
     5  corporation and as such is not regulated by the Pennsylvania
     6  Public Utility Commission, but rather by the Philadelphia Gas
     7  Commission established by the city government; and
     8     WHEREAS, Energy and utility costs are continuing to increase
     9  rapidly; and
    10     WHEREAS, The raw material adjustment charge constitutes a
    11  considerable portion of a Philadelphia Gas Works customer's
    12  bill; and
    13     WHEREAS, These high rates may cause some citizens to be
    14  deprived of vital gas service because of inability to pay;
    15  therefore be it
    16     RESOLVED, That the Speaker of the House of Representatives
    17  direct the Committee on Consumer Affairs to investigate the

     1  manner in which the Philadelphia Gas Works is regulated by the
     2  Philadelphia Gas Commission, with particular emphasis on the
     3  administration of the raw materials adjustment charge; and be it
     4  further
     5     RESOLVED, That the committee may hold hearings, take
     6  testimony and make such inquiries as it deems necessary; and be
     7  it further
     8     RESOLVED, That the committee make a report of its findings
     9  and recommendations as soon as possible to the General Assembly.
