HOUSE RESOLUTION

No. 29 Session of 1981


        INTRODUCED BY LAUGHLIN, BITTLE AND KOWALYSHYN, MARCH 16, 1981

        AS REPORTED FROM COMMITTEE ON RULES HOUSE OF REPRESENTATIVES, AS
           AMENDED, APRIL 21, 1981

                         In the House of Representatives, March 16, 1981

     1     WHEREAS, Most people do not recognize the serious problems     <--
     2  that confront the citizens of the Commonwealth with respect to
     3  toxic wastes being disseminated into the environment and the
     4  effect that it has upon the health and safety of the population
     5  as well as the effect that it has on the economy of our
     6  industries and the continuation of a sound employment picture;
     7  AND                                                               <--
     8     WHEREAS, There are many incidents of hazardous wastes being    <--
     9  fed into our streams that most people are not even aware of.
    10  This is likewise true with respect to the pollution of our air;
    11  AND                                                               <--
    12     WHEREAS, A study should be made of this problem with the aim   <--
    13  of providing a method of assisting our industries in correcting
    14  the situation and at the same time protecting the health and
    15  safety of the citizens of Pennsylvania without causing extensive
    16  unemployment and the loss of industry; therefore be it


     1     RESOLVED, That the Speaker appoint a committee of nine
     2  members, five from the majority and four from the minority to
     3  study the problems of toxic wastes being deposited into the
     4  environment with particular attention being given to the manner
     5  of industry being able to clean up the problem areas without
     6  undue financial hardship and without the loss of employment
     7  while at the same time protecting the health and safety of our
     8  citizens; and be it further
     9     RESOLVED, THAT THE COMMITTEE MAY HOLD HEARINGS, TAKE           <--
    10  TESTIMONY AND MAKE ITS INQUIRIES AT SUCH PLACES AS IT DEEMS
    11  NECESSARY. EACH MEMBER OF THE COMMITTEE SHALL HAVE THE POWER TO
    12  ADMINISTER OATHS AND AFFIRMATIONS TO WITNESSES APPEARING BEFORE
    13  THE COMMITTEE; AND BE IT FURTHER
    14     RESOLVED, THAT WITHIN 30 CALENDAR DAYS AFTER THE COMMITTEE
    15  HAS MADE ITS REPORT, THE CHAIRMAN OF THE COMMITTEE SHALL CAUSE
    16  TO BE MADE A RECORD OF ALL EXPENSES INCURRED BY THE COMMITTEE,
    17  OR THE MEMBERS THEREOF, AND THE SPEAKER OF THE HOUSE SHALL CAUSE
    18  THE SAME TO BE ENTERED IN THE JOURNAL THEREOF. NO EXPENSES
    19  INCURRED BY THE COMMITTEE OR ANY MEMBER THEREOF SHALL BE
    20  REIMBURSABLE BY THE CHIEF CLERK UNLESS SUCH EXPENSES SHALL FIRST
    21  HAVE BEEN INCLUDED AS AN EXPENSE ITEM IN THE RECORD HERETOFORE
    22  REQUIRED; AND BE IT FURTHER
    23     RESOLVED, That the committee report to the House of
    24  Representatives with its recommendations as soon as possible.
