                                     AN ACT

     1  Providing for a nonbinding referendum relating to a reduction in
     2     nuclear arms.

     3     The General Assembly Finds:
     4         (1)  That a mutual United States/Soviet Union reduction
     5     of nuclear forces has been advanced by prominent political,
     6     scientific and religious leaders as an effective method of
     7     ending the nuclear arms race.
     8         (2)  That there is an urgent need to create a broader
     9     public awareness of this issue and to provide a means whereby
    10     the concerns of Pennsylvania citizens may be communicated to
    11     world leaders.
    12     The General Assembly of the Commonwealth of Pennsylvania
    13  hereby enacts as follows:
    14     Section 1.  At the municipal or general election next
    15  following the effective date of this act, a nonbinding
    16  referendum shall be placed upon the ballot for consideration by
    17  the electors. The ballot question shall be:


     1         Shall the United States propose to the Soviet
     2     Union that both governments agree to an immediate,
     3     equal and mutually verifiable reduction in nuclear arms?
     4     Section 2.  This referendum shall be held in accordance with
     5  the act of June 3, 1937 (P.L.1333, No.320), known as the
     6  "Pennsylvania Election Code," and the results thereof shall be
     7  certified to the President and Congress and disseminated to the
     8  press and the general public by the Department of State as soon
     9  as possible.
    10     Section 3.  This act shall take effect immediately.
